A method for providing unequal allocation of rights among agents while operating according to fair principles, comprising assigning a hierarchal rank to each agent; providing a synthetic economic value to a first set of agents at the a high level of the hierarchy; allocating portions of the synthetic economic value by the first set of agents to a second set of agents at respectively different hierarchal rank than the first set of agents; and conducting an auction amongst agents using the synthetic economic value as the currency. A method for allocation among agents, comprising assigning a wealth generation function for generating future wealth to each of a plurality of agents, communicating subjective market information between agents, and transferring wealth generated by the secure wealth generation function between agents in consideration of a market transaction. The method may further comprise the step of transferring at least a portion of the wealth generation function between agents.

Multifactorial optimization system and method

The surveillance system provides a means to augment Automatic Dependent Surveillance-Broadcast (ADS-B) with “look alike ADS-B” or “pseudo ADS-B” surveillance transmissions for aircraft which may not be ADS-B equipped. The system uses ground based surveillance to determine the position of aircraft not equipped with ADS-B, then broadcasts the identification/positional information over the ADS-B data link. ADS-B equipped aircraft broadcast their own position over the ADS-B data link. The system enables aircraft equipped with ADS-B and Cockpit Display of Traffic Information (CDTI) to obtain surveillance information on all aircraft whether or not the proximate aircraft are equipped with ADS-B.

Correlation of flight track data with other data sources

In general, the embodiments of the present invention provide an approach for rebalancing/reallocating cloud resource capacities between resource pools that provide variable customer assurances and delivery penalties when assurances are not met. The variables that are considered hereunder include, overall ‘reservations’, total current capacity, remaining capacity against unused reservations and penalties that apply for failing to satisfy ‘reservation’ commitments. The approach uses a rate of capacity consumption to calculate the risk of consuming the available capacity in each resource pool (e.g., resource pools allocated to satisfy different levels of service with different SLA failure penalties). Based on the relative available capacity in each pool (as determined by the pool rate of consumption), resources are reallocated to maximize revenue (e.g., reduce financial penalty) across a resource pool set.

Reallocating resource capacity among resource pools in a cloud computing environment

A cloud computing environment may be built out with cloud computing resources in geographically separate regions. An auction process may be used to ensure that the cloud computing resources are utilized at an optimal level on both a per-region basis and global basis. Computing resource auction prices may reflect local peak and off-peak pricing while offering buyers access to off-peak computing from peak-usage regions at some risk of latency or network outages. Long-running jobs may bid for execution resources on a global basis and move execution to follow low cost availability through, for example, off-peak local hours.

Real-Time Auction of Cloud Computing Resources

A system and technique is described which has the capability to track and identify, in real time, various aircraft and objects including Unmanned Aerial Vehicles (UAVs), Unmanned Combat Aerial Vehicles (UCAVs), and Micro Aerial Vehicles (MAVs). The system uses a combination of techniques including conventional automatic dependent surveillance broadcast (ADS-B), transponder multilateration, broadband emitter multilateration, primary and secondary radar, and passive coherent location. A series of enhancement to conventional passive coherent location are described.

Methods, apparatus, systems, and programs for computers are provided for automatic allocation of resource occupiers (e.g. data, people) to available resources (e.g. bandwidth, radio frequency spectrum, theatre seats). Allocation of resources to resource occupiers is based on a measure of urgency of allocation derived from the size of the resource occupier, the resource available, and the time remaining in which to allocate resource to the resource occupier. One, two, or more time thresholds may be associated with each resource occupier: in particular a timeliness threshold up to which allocation urgency increases but after which it decreases, and a perishability threshold after which allocation of resource to the resource occupier ceases to be at all useful, and after which no more resource is allocated.
