What drives politics in dictatorships? Milan W. Svolik argues authoritarian regimes must resolve two fundamental conflicts. Dictators face threats from the masses over which they rule - the problem of authoritarian control. Secondly from the elites with whom dictators rule - the problem of authoritarian power-sharing. Using the tools of game theory, Svolik explains why some dictators establish personal autocracy and stay in power for decades; why elsewhere leadership changes are regular and institutionalized, as in contemporary China; why some dictatorships are ruled by soldiers, as Uganda was under Idi Amin; why many authoritarian regimes, such as PRI-era Mexico, maintain regime-sanctioned political parties; and why a country's authoritarian past casts a long shadow over its prospects for democracy, as the unfolding events of the Arab Spring reveal. Svolik complements these and other historical case studies with the statistical analysis on institutions, leaders and ruling coalitions across dictatorships from 1946 to 2008.

The Politics of Authoritarian Rule

The article provides a critical discussion of the literature on ‘patrimonialism’ and ‘neopatrimonialism’ in Development Studies in general and African Studies in particular. Based on Max Weber's concept of patrimonialism and legal-rational bureaucracy the authors present their own definition of ‘neopatrimonialism’. Three key conceptual questions are addressed. These are related to the operationalisation of the concept in empirical research: (1) how can neopatrimonialism be delimited vis-a-vis the concepts ‘clientelism’ and ‘patronage’?; (2) how can neopatrimonialism be ‘measured’?; and (3) how does neopatrimonialism relate to classical typologies of political regimes?

Neopatrimonialism Reconsidered: Critical Review and Elaboration of an Elusive Concept

Secrecy is one of the defining characteristics of the Italian Mafia. Wiretaps, financial records, and the rare informant occasionally reveal its inner workings, but these impressions are all too often spotty and fleeting, hampering serious scholarship on this major form of criminal activity. During her years as a consultant to the Italian government agency responsible for combating organized crime, Letizia Paoli was given unparalleled insider access to the confessions by pentiti (literally, repentants), former Mafia operatives who had turned. This mafia "hard core" came primarily from the two largest and most influential Southern Italian mafia associations, known as Cosa Nostra and 'Ndrangheta, each composed of about one hundred mafia families. The sheer volume of these confessions, numbering in the hundreds, and the detail they contained, enabled the Italian government to effectively break up the Italian mafia in one of the dramatic law enforcement successes in modern times. It is on these same documents that Paoli draws to provide a clinically accurate portrait of mafia behavior, motivations, and structure. Puncturing academic notions of a modernized Mafia, Paoli argues that to view mafia associations as bureaucracies, illegal enterprises, or an industry specializing in private protection, is overly simplistic and often inaccurate. These conceptions do not adequately describe the range of functions in which the mafia engages, nor do they hint at the mafia's limitations. The mafia, Paoli demonstrates are essentially multifunctional ritual brotherhoods focused above all on retaining and consolidating their local political power base. It is precisely this myopia that has prevented these organizations from developing the skills needed to be a successful and lasting player in the entrepreneurial world of illegal global commerce. The basic social relations of peasant life are directly related to an environment characterized by extreme scarcity. The major factor of productive wealth in agriculture is land, to which the peasant has little or no free access. Labor—his own, and that of his family members—is available to the peasant, but this relatively unproductive factor must be applied to land in order to generate wealth. Few other outlets for productive labor employment are available to him. When the peasant is able to combine land and labor in a wealth-generating endeavor, his productivity is likely to be extremely low, due to limiting factors such as technology, capital, marketing information, and credit. All of these life aspects combine to hold down the peasant's income and preclude savings. He is, in a word, poor.Furthermore, the peasant is powerless against many threats which abound in his environment. There are disease, accident, and death, among the natural threats. There are violence, exploitation, and injustice at the hands of the powerful, among the human threats. The peasant knows that this environmental constellation is dangerous. He also knows that there is relatively little he can do about his situation, and, accordingly, his culture often features themes of vulnerability, calamity, and misfortune. As George Foster has neatly summarized if, the outlook this situation engenders in the peasant is the “Image of the Limited Good.”

The concrete lessons of recent history have helped us to appreciate the paramount importance of the political preconditions of social and economic development in the new states. The basic problem of political stability must be solved before all others—or everything else may be in vain. For this reason, some of the scholarly attention that used to be focused on social and economic development has shifted to political organization and has given prominence to terms such as “nation-building,” “political culture,” and “democratization.”

Personal Rulership, Patrimonialism, and Empire-Building in the New States

Human metastatic lymph node 64 (MLN64) is a transmembrane protein that shares homology with the cholesterol-binding vertebrate steroid acute regulatory protein (StAR)-related lipid transfer domain (START) and is involved in cholesterol traffic and steroid synthesis. We identified a Drosophila melanogaster gene whose putative protein product shows extensive homology with MLN64 and that we name Start1 (FlyBase CG3522). The putative Start1 protein, derived from Start1 cDNA sequences, contains an additional 122 aa of unknown function within the StAR-related lipid transfer domain. Similar inserts seem to exist in the Start1 homologues of Drosophila pseudoobscura and Anopheles gambiae, but not in the homologous protein of the urochordate Ciona intestinalis. Immunostaining using an insert-specific antibody confirms the presence of the insert in the cytoplasm. Whereas RT-PCR data indicate that Start1 is expressed ubiquitously, RNA in situ hybridizations demonstrate its overexpression in prothoracic gland cells, where ecdysteroids are synthesized from cholesterol. Transcripts of Start1 are detectable in embryonic ring gland progenitor cells and are abundant in prothoracic glands of larvae showing wave-like expression during larval stages. In adults, Start1 is expressed in nurse cells of the ovary. These observations are consistent with the assumption that Start1 plays a key role in the regulation of ecdysteroid synthesis. Vice versa, the expression of Start1 itself seems to depend on ecdysone, as in the ecdysone-deficient mutant ecd-1, Start1 expression is severely reduced.
