The article is devoted to the analysis of the modern state of ethics of science. The question is raised regarding the possibility and problems of the interference of ethics in scientific rationality. From a philosophical position, preliminary answers are given to the following questions: How is it possible to incorporate ethics into the scientific mind? Who is responsible for the destructive impact of scientific discoveries and technical inventions: a scientist or a consumer of technology? How to organize and establish ethical control over experimental science? What ethics can fruitfully interact with technological rationality? The necessity of the essential transformations of modern ethics of science is stated in connection with the global changes in the "social-natural" correlation, the effects of scientific discoveries and technologies on human nature. The solution to these problems in the philosophy of science of the past few decades is reviewed. The opposition of “interference - non-interference” ethical criteria in the goal-setting of scientific activity is analyzed. In addition to the well-known concepts of Kuhn, Lakatos, Feyerabend, the attention of the authors of the article dwells on the modern ideas of Hans Jonas, who argues that the responsibility of a man of science today becomes truly universal. Jonas justifies the need for a new ethic by the fact that humanity stands on the verge of death, being unable to control its own power over nature and its own nature. The ethics of science of Jonas is revealed in the categories of being and nothingness, of responsibility and fear, it implies first of all responsibility for the existence of humanity and the fear of its non-existence. A preliminary recommendation is given on the consolidation of the scientific community, commercial structures, and political forces, on the basis of which it is possible to form effective, modern, and existing ethical requirements for the responsibility of a scientist and science as such.

The Social Responsibility of a Scientist: the Philosophical Aspect of Contemporary Discussions

One of the most promising forms of implementing active teaching methods is distance learning, or e-learning. During the last decade e-learning was most often associated with the so-called mass open online courses, the MOOCs. In Russian and Kazakhstan universities, e-learning is often blended with the traditional type of in-class education and is known as "blended learning". A certain lack of research on the use of distance learning in Russian universities determined the topic of this paper. The initial assignment was to launch blended learning in 6 groups of students of general engineering and at the Engineering and Technology Faculty of  Elabuga Institute of the Kazan Federal University, and  Philology disciplines at the Kazakh Philology Faculty of the State university named after Shakarim in Semey city and to study the attitude of students to distance learning during 2017-2018 academic year. Methods of research involve literature review, pedagogical observation, experiment, questioning and theoretical analysis. Results of the research show some interesting observations on the attitude of students and institute professors to the use of e-learning. Distance Learning in Higher Education Institutions: Results of an Experiment

In recent years, Kazakhstan’s innovation policy has enjoyed a noticeable rally: ways to support innovation are being actively discussed, a suitable “toolbox” is developing, the susceptibility of decision-makers to the mechanisms for encouraging innovation is increasing. Nevertheless, effective levers of influence on business, in which innovation activity could manifest locally, have not been found yet. Although this does not change the overall economic situation. Following on from the results of a survey of various level business managers and factor analysis performed prior, the authors study the influence of incentive mechanisms on entity activities and their “inquiry” on the public policy content. The authors come to the conclusion that most of the tools to stimulate innovation entrepreneurship in Kazakhstan are currently aimed at successful market players, creating conditions for technological modernization of existing industries, and at improving the level of entrepreneurs’ business and technological competencies. According to a study conducted in Kazakhstan, it is necessary to increase the participation of universities, research institutes, local executive and legislative authorities in the development of management mechanisms and the promotion of innovation entrepreneurship.

Stimulation of entrepreneurs' innovative activity: evidence from Kazakhstan

This study on the use of strategic planning tools and techniques in the Sultanate of Oman aims to contribute to the research on strategic planning processes. Currently, only a few research studies have been conducted on strategic planning in developing countries, especially in the Middle East. Almost no evidence of such research exists to understand the extent of the use of strategic planning tools and techniques in the Sultanate of Oman. The study used a questionnaire to ask about 14 strategic planning tools and techniques. Twenty organizations in Oman that have a written strategic plan comprised the sample population. The data were collected from heads of departments and sections, directors, managers, and advisors directly involved in the strategic planning process. The analysis shows that the most commonly used strategic planning tools employed by organizations in Oman are benchmarking, followed by stakeholders analysis and then strengths, weaknesses, opportunities, and threats (SWOT) analysis, while the Delphi technique, experience curve, Porter’s five forces, and what-if analysis techniques were the least commonly used. Considering the segmentation of organizations, one can see that the financial sector and business groups use the tools most frequently whereas the single- and family-ownership groups have limited use of strategic planning tools. On average, almost 30% of the organizations in Oman never or very rarely uses strategic planning tools. This paper provides an understanding of strategic planning in Oman and supplies the missing links in the previous studies conducted on strategic planning.

Organizations’ Use of Strategic Planning Tools and Techniques in the Sultanate of Oman

Health tourism is a specific type of tourism with great prospects. Most people do not have time for long trips, but there is a great need for a change of scenery and restoration of strength. There are many examples when in the regions in order to improve health and relaxation, nearby areas are being developed. It is most promising to create programs for such tourism near existing resorts that have the necessary infrastructure and medical facilities, while individual client requests must be taken into account. It is proposed to research health tourism as a territorial tourist complex, which includes not only specialized infrastructure but also territories adjacent to resorts. It is noted that low-mountain areas have the most suitable spaces for tourism development. By the example of the Belokurikha resort, the goals of visiting and tourist satisfaction are identified, as well as the possibilities of developing health tourism. A model for designing individual programs for health tourism is proposed.

Health tourism in low mountains: a case study

In modern science, there are a large number of techniques focused on the assessment of competitiveness through the analysis of certain resources in the region. However, accounting of human resources in such assessments is not used as a prior factor in identifying regional competitive advantages. Competitive advantages affect not only the efficiency of individual sectors of the economy but also the overall social and economic development of the country. Assessment of the competitiveness of the region should include one of the main parameters of the human resource development level. Therefore, the forecast for the competitiveness of the region should take into account the pace of human resources development. The methods used in Kazakhstan for assessing the competitiveness of a region considers only the assessment of human resources in its structure but do not take into account the level of their development over time, as well as the multi-factorial nature of their components.The work explains and analyzes rating model for assessing of the competitiveness of the regions of Kazakhstan (the National Chamber of Entrepreneurs of the Republic of Kazakhstan). The authors proposed a methodology for ranking the regions of Kazakhstan based on an assessment of the development of their human resources that affect the competitiveness of the region. It includes an analysis of demographic, labor and social and economic indicators reflecting the state of human resources.

Assessment of competitiveness of regions of the Republic of Kazakhstan

The focal point of the article is to examine a way for peaceful coexistence and meaningful dialogue of various ethnicities in the context of Kazakhstan's multiethnic society. There is much evidence that to achieve the goal; it is necessary to establish and justify the principles based on which it is possible to harmonise interfaith relations in the conditions of Kazakhstan state.
The primary concern of the paper is the study of various models of state-confessional relations, and on this basis to formulate recommendations for improving the state model of interconfessional tolerance in modern, multiethnic societies.
The most significant discovery of the research is the idea that the state model of interconfessional tolerance in modern, multiethnic societies emerges from minimising or neutralising the causes that promote the manifestations of intolerant relations. Another important finding is the assumption that it is critical to acknowledge the need to preserve the national, cultural, ethnic, and religious identity in the process of introducing freedom of conscience and religion. The result of the study indicates that it is necessary to introduce legal norms that affirm the real equality of the rights of different faiths in order to overcome the distortions in the assessments of certain faiths and to stimulate the dialogue between the conflicting parties in the religious sphere. No less important is the increased responsibility for the selection of materials regarding the religious sphere in media, as well as, the development of objective assessments of interfaith tolerance.

State Model of Interconfessional Tolerance in Modern Multiethnic Societies

Due to the involvement of the private capital and the management performed by the private sector, the public-private partnerships (PPP) will be able to weaken the financial constraints and to promote the efficient development of the public infrastructure as well as the provision of the public services. In order to increase the efficiency and the effectiveness of the implementation of the PPP agreements the local authorities are required to control their execution. The types and the forms of control, exercised by the akimats in the course of implementation of the PPP projects are described in this article, the stages of development of the PPP legal framework in the Republic of Kazakhstan are studied herein. The results of the study of the implementation of the investment projects are presented by the author; the factors, reducing the efficiency of use of the budgetary funds in the framework of the PPP projects, are defined. In the article, the basic directions of formation and development of the PPP projects implementation controlling system, including the establishment of the unified PPP information system, the introduction of the modern approaches to the effective planning and budgeting in the local authorities of the Republic of Kazakhstan, the conduct of the regular training programs for the experts of the control bodies in the field of PPP are defined.

Controlling the Implementation of the Public-private Partnership (PPP) Projects in the System of Local Strategic Management

The main goal of the research is to reveal the dominant role of the state in the innovational development of the country and to define promising areas of the cooperation between the state, universities (research institutes) and industry in conducting the research activity. At the present time the innovation activity is a locomotive of progressive phenomena in the economy of the country. Herewith, it is noted that in the Republic of Kazakhstan innovation activity, according to its indicators, falls behind the desired efficient result. This article defines the level of the development of innovation entrepreneurship activity in Kazakhstan. It states the problems related to the innovation development due to the current tendencies of the development of economy in the world. It offers measures for stable and dynamic development of the country that includes the notion of the competitiveness and development of innovational schemes of development that are based on efficient interrelation and optimal combination of interests of the state, universities (research institutes) and private sector of Kazakhstan. On the basis of the conducted analysis of variables – factors of innovational development - it was revealed that the efficiency of managing innovation activity by governmental authorities was a “primal cause” that had an impact on such indicators as the level of development of innovational infrastructure and wealth of the country. The authors also proposed the measures of state regulation of the innovation development of enterprises and stimulation of partnership of the science with the production.
