The objective of this paper is to examine regional convergence and core-periphery relations in Turkey. The main question explores the degree to which there has been a transformation of interregional disparities in terms of “convergence” and performance of peripheral regions in Turkey by considering GDP per capita over the 1980-97 period. As a result of σ and β convergence (absolute and conditional) analyses, following Barro and Sala-i-Martin (1995), there is no evidence for convergence across both provinces and the functional regions in Turkey from 1980 to 1997. Moreover, a high level of the spatial dependence was revealed. Therefore, the level of regional GDP per capita growth was highly related to the neighbors and disparities are still obvious between the east and west of Turkey. Most of the new dynamic areas are also located in the west. Notwithstanding policies for “Priority Provinces in Development” (PPD), the findings of the convergence analysis indicates that PPDs do not grow faster than core-developed provinces. Moreover, the majority of them remained as poor regions with their neighbors. While the PPDs share similar features compare to the developed provinces, they are differentiated in terms of their performance.

Regional convergence and the economic performance of peripheral areas in turkey

The aim of this paper is to perform an exploratory spatial data analysis on the growth and development level of the 76 Turkish regions over 1995–2001. While our choropleth maps indicate that the Western part of the country is significantly more developed than the East, the tools of spatial statistics reveal the presence of spatial dependence across provinces. The presence of heterogeneity is reflected in the distribution of Local Indicators of Spatial Association statistics. Overall, our results shed new light on the distribution of growth across Turkish regions and its relation with public investments and human capital, two indicators of development.

The motivation draws on the findings of Gezici and Hewings(2001) that raised questions about inequalities not only between regions (inter-regional) but inequalities within each region. Hence, one contribution of this paper is to test the effects of aggregation and scale on the identification of regional inequalities. Spatial data analysis is employed to examine the spatial dimension of inequality in Turkey and the relationship between spatial dependence and the dynamics of growth. The results indicate that overall inequalities are decreasing, however spatial dependence is becoming more dominant. The Theil index indicates that interregional inequalities are increasing while intra-regional inequalities are declining for all spatial partitions from 1980 to 1997. Most developed provinces are enhancing overall inequalities, although there is some evidence of a spread effect on their neighbors.

In a recent paper Getis (1990), I develop a rationale for filtering spatially dependent variables into spatially independent variables and demonstrate a technique for changing one to the other. In that paper, the transformation is a multi-step procedure based on Ripley’s second order statistic (1981). In this chapter, I will briefly review the argument for the filtering procedure and propose a simplified method based on a spatial statistic developed by Getis and Ord (1992). The chapter is divided into four parts: (1) a short discussion of the rationale for filtering spatially dependent variables into spatially independent variables, (2) a review of a Getis–Ord statistic, (3) an outline of the filtering procedure, and (4) three examples taken from the literature on urban crime, regional inequality, and government expenditures.

However, when the whole system moves after a shock by a push or a pull, then the changes in the forces work in the same direction because the variables are interlocked in circular causation.
