The theory of interval-probability as a unifying concept for uncertainty

Wir legen biermit eine Arbeit vor, welcbe Untersucbungen zusammenftibrt, die uns seit mebreren Jabren bescbaftigen. Zunacbst baben wir getrennt voneinander, in den .beiden letzt n Jabren in wacbsendem MaBe gemeinsam an der Tbeorie der Entscbeidungen bei unvollstandiger Information ge arbeitet. Das Motiv, das jeden von uns von Anfang an bewegte, war die Einsicbt, daB die berkommlicben Entscbeidungs modelle zu unrealistiscb und daber ftir die praktiscbe An wendung ungeeignet, insbesondere zu starr sind. Dies gilt ftir die deterministiscben Entscbeidungsmodelle eben so wie fur die sog. Bernoullimodelle oder die Modelle der Risikosituation, bei denen die Verteilung tiber deB Zustanden als exakt bekannt vorausgesetzt ist. Was der Praktiker, der Statistiker ebenso wie der be triebs- oder volkswirtscbaftlicbe Planer nd Entscbeider, in der Hand bat, sind in der Regel unvollstandige 1n formationen tiber seine Umwelt und tiber seine Entscbeidungs konsequenzen. Auf dieser unzulanglicben Basis muB er Entscbeidungen treffen, und diese Entscbeidungen sollen gleicbwobl "moglicbst rational" seine Diesem Zweck, rationale Entscheidungsfindung bei un zulanglicber Information, dient unsere Tbeorie, die durcbgangig als angewandte konzipiert ist. Diesem Zweck ordnen sicb alle Uberlegungen und Tbeoreme unter, d.b. alle Begriffe und Tbeoreme sind nicbt wegen ibres matbema tiscben Gebalts oder aus anderen rein tbeoretiscben GrUn den in das Bucb aufgenommen worden, sondern nur desbalb, weil wir tiberzeugt sind, daB sie die Entscbeidungstbeorie anwendungsfabiger macben.

Vagueness is neither uncertainty nor inexactness, though there are some connections, in particular in the social sciences. Mors certa, hora incerta the Romans said. What they meant to say was that the hour of death was uncertain. In another respect, too, namely in measurement, the ‘hora’ was rather ‘incerta’ in the sense of ‘inexact’. The hora was one twelfth of the day, yet, its length varied. The horae were announced by slaves, not by clocks, which did not exist then. The slaves knew what time it was by the length of the shadow cast by the sun, or by the ‘clepshydra’, the water-clock which measured time by means of a given quantity of water slowly dripping through it, or just by their sense of time.
