Substation Automation Systems (SAS) are widely used for the purpose of control, protection, monitoring, communication etc. in substations to improve the reliability of the power supply. SASs adopting IT based solutions such as Ethernet LAN have recently become more common although hardwired control has been used in the past in earlier versions of SAS utilising simple communication methods. Moreover, IEC 61850 which is the international standard for communications within substations has been published, and the application of SAS based on IEC 61850 is increasing. It is necessary to select each component and the configuration of the SAS from the viewpoint of dependability so that the dependability of the SAS, i.e. reliability, availability, and serviceability may have a very big impact in the stability of the power supply in the electric power transmission and distribution systems. In this paper, we will describe the configuration policy of an IEC 61850 based SAS, its actual system configuration and the redundant configuration to improve dependability. In addition, we will explain some of the new functions not currently covered by IEC 61850 that we have developed to improve usability and availability. Following which we will present an evaluation of the dependability for MTTF (Mean Time To Failure), Availability, and FMEA (Failure Mode and Effects Analysis) for these configurations of SAS based on the dependability requirements for SAS.

Improvements in dependability and usability for a substation automation system with redundancy

The construction of 1000 kV EHV AC\DC net challenges the reliability of relay protection unprecedentedly. One of these new issues is how to record the true value measured and sent by intelligent relay protection system. The introduction of switch in net-sample-net-trip substation causes uncertain transfer delay and arrival interval deviation, which makes the recorded data unreliable. While the mirrored GOOSE and SV packets from different network interfaces can not be sent at exactly the same time in direct-sample-direct-trip substation. To tackle this problem, a brand new packets gathering technique based on spectroscope is introduced. Based on the result of dynamic simulations carried out in CEPRI, different modes of digital fault recorder are compared and analyzed.

A new fault recording system based on spectroscope for intelligent substation

According to the demand of substation secondary device dynamic performance testing, a smart substation field testing technique based on recurrence principle is proposed in the paper, and the characteristics of smart substation secondary device digitization and information sharing are used by the technique. The principle of testing technique is as follow: the digital simulation model is constructed on the basis of the substation’s actual construction, then the simulating data highly similar to substation’s actual electric quantity transient process is generated, at last, the substation digital secondary device can be tested by using data “recurrence” technique. The testing technique is verified and applied by constructing testing system, the application results show that the technique can effectively perform field test on the dynamic performance of digital secondary device, and the technique has good engineering implementation and application value.

A Smart Substation Field Secondary Device Testing Technique Based on Recurrence Principle

In this paper an integrated substation control and protection system is described. The system comprises both primary equipment and IEDs with digital interfaces connected via a process bus and station bus within the substation. Increased operational efficiency is achieved for both primary equipment and IEDs by sharing information between IEDs and providing access at remote locations. The system introduces a newly developed architecture using an internal parallel signal bus, instead of an external process bus, to transfer high speed/bulk process level data such as sampled data particularly for current and voltage signals for protective relays. This architecture can also satisfy the security and dependability expected from a protective relay with real-time performance.
