The widening gap between constituents' demands for materials and research libraries' abilities to meet those demands calls for new strategies or emphases by those libraries. It may be expected that patron demands will exert increasing influence over the allocation of materials budgets and those data on use of materials will drive or guide collection development. Are such data, which can be provided by automated systems, being used to guide collection development ? Responses to a survey reveal that, with few exceptions, they are not.

Evaluation by type of library

The problems of library space are even more severe now than they were in 1961, when they were studied by Fussler and Simon, whose landmark report continues to deserve close attention. The recognition that the space problem can be characterized as an economic problem leads to an attempt to apply the orthodox microeconomic theory of the growth of a firm to the growth of libraries. Some important insights are gained, but research materials have some special characteristics which make them significantly unlike conventional economic commodities. At the practical level, the space problem usually reduces to the allocation of materials to different storage regimes. A model which determines the efficient allocation, based on storage and retrieval costs for the different regimes, is developed. The criterion for distinguishing among materials is expected level of use. The model offers an economically rational basis for determining the role of several alternative storage methods.
