Ph. D. in History from El Colegio de Mexico. Researcher at the Institute for Historical Research at the Autonomous University of Baja California. His doctoral dissertation, “Los rios internacionales entre Mexico y Estados Unidos. Los tratados de 1906 y 1944”, received the best doctoral dissertation award in 2004 from the Mexican Academy of Science. In 2009, he was awarded the Prize for the Best Peer-Reviewed Article on the 20th Century for his article on “La revolucion mexicana en Baja California: maderismo, magonismo, filibusterismo y la pequena revuelta local.” He is a member of the National System of Researchers. He has authored books such as El gremio de choferes y la linea internacional, 1920-1933; Los gobiernos civiles en Baja California. Un estudio sobre la relacion entre los poderes local y federal, 1920-1923; Breve historia de Baja California; Nacionalismo y revolucion. Los acontecimientos de 1911 en Baja California y Rios internacionales entre Mexico y Estados Unidos. Los tratados de 1906 y 1944.
