Beyond Partnership: Strategies for Innovation and Lean Supply

Construction projects located in the Gaza Strip, Palestine suffer from many problems and complex issues. Consequently, the objective of this paper is to identify the factors affecting the performance of local construction projects; and to elicit perceptions of their relative importance. A comprehensive literature review was deployed to generate a set of factors believed to affect project performance. A total of 120 questionnaires were distributed to 3 key groups of project participants; namely owners, consultants and contractors. The survey findings indicate that all 3 groups agree that the most important factors affecting project performance are: delays because of borders/roads closure leading to materials shortage; unavailability of resources; low level of project leadership skills; escalation of material prices; unavailability of highly experienced and qualified personnel; and poor quality of available equipment and raw materials. Factors Influencing Construction Labor Productivity in Egypt

There is great concern in Uganda about delays and cost overruns in public sector construction projects because such projects are implemented using taxpayers' money. At the national and international levels, there is considerable debate regarding how to minimise project delays and cost overruns. The main objective of this study was to investigate the causes of construction project delays and cost overruns in Uganda's public sector. Specifically, this study was conducted to identify the causes of delays and overruns and to rank them according to their frequency, severity and importance. The Civil Aviation Authority (CAA) was selected as a case study as a means of validating the results of the survey. Frequency index, severity index and importance index values were computed and all 20 factors involved were ranked. The five most important causes of delays in construction projects were found to be the following: changes to the scope of work, delayed payments, poor monitoring and control, the high cost of capital and political insecurity and instability. The relationship between the factors that cause delays and those that cause cost overruns was found to be moderate. Recommendations are made for improved project management, a change from the traditional contract type to the design-build type and improved cash flow on the part of the client to reduce payment delays. The results of this research should help construction practitioners, policy makers and researchers in the field of construction management.

Investigation into the Causes of Delays and Cost Overruns in Uganda's Public Sector Construction Projects

Poor productivity of construction workers is one of the causes of cost and time overruns in construction projects. The productivity of labour is particularly important especially in developing countries, where most of the building construction work is still on manual basis. This paper reports on a survey made on project managers of building projects in Uganda, where an increase in productivity is being sought. Respondents were required to rate using their experience how 36 factors affect productivity with respect to time, cost and quality. Factors affecting the productivity of building craftsmen ‐ studies of Uganda

Engaging in lean construction efforts could prove to be highly rewarding for building firms in Uganda. However, lean construction is risky and can be disastrous if not properly managed. Lean production efforts in some other countries have not been successful due to the many barriers to its successful implementation. To enable sound lean construction efforts and to increase the chances of success in eliminating waste, a thorough investigation of the barriers is essential. This study presents 31 barriers and investigates their influence (strength) on the success of lean construction initiatives. Structured interviews were carried out with technical managers of building firms to assess their perception of the barriers to lean production based on their experience at their firms. The strongest barrier is the provision of inputs exactly when required. Additionally, the barriers were ranked according to the ease of overcoming each. The easiest barrier to overcome is keeping the required items in the right place. Finally, a graphical aid is provided to enable decision makers to concentrate their efforts on the influential (strong), yet easy to overcome barriers. A lack of buildable designs and a participative management style for the workforce are the most important barriers to successful waste reduction in terms of strength and ease of overcome. On the other hand, a lack of an organisational culture that supports teamwork, a lack of prefabrication and a lack of knowledgeable and skilled workers are regarded as low in strength, and at the same time difficult to overcome.

Prioritising lean construction barriers in uganda's construction industry

Over the years researchers have paid little attention to the performance of the clients in the building industry. Much of the research on improvement of performance of the construction industry has mainly focused on contractors and the supply chain. The performance of a client is important because any decision made will affect project success. Failure on the part of the client might lead to stress factors causing significant problems in successive stages of the project. This research is an investigation into the roles of the client to find out whether clients in the building industry in Uganda are playing their part. Due to the non‐specific nature of clients, a guided questionnaire survey was carried out among architects who normally work with different types of clients. An assessment of clients’ performance in having an efficient building process in Uganda

Industrialisation is seen as one of the philosophies that can be employed to be able to increase the productivity of the construction industry. There are many forms and classifications of industrialisation and these have to be put in the context while seeking improvement of productivity by industrialisation. A systems approach is used to analyse the players and factors for industrialisation of the construction sector. Case studies were used to study industrialisation in the con- struction sector in a developing country. Performance metrics are suggested and used to measure the extent of industriali- sation in Uganda. It is concluded that the level of industrialisation in Uganda seems to be low. However, there is a need for a wider comparison in order to come up with generic indicators.
