TL;DR: The basic reproduction number R 0 is derived and it is proved that if R 0 1 , the disease-free equilibrium (DFE) is locally and globally asymptotically stable, in the case of R 0 > 1, and the necessary conditions for fractional optimal control of the disease are obtained.
