This review is an overview of progress in understanding the theory and observation of the global atmospheric electric circuit, with the focus on its dc aspects, and its short and long term variability. The effects of the downward ionosphere-earth current density, Jz, on cloud microphysics, with its variability as an explanation for small observed changes in weather and climate, will also be reviewed. The global circuit shows responses to external as well as internal forcing. External forcing arises from changes in the distribution of conductivity due to changes in the cosmic ray flux and other energetic space particle fluxes, and at high magnetic latitudes from solar wind electric fields. Internal forcing arises from changes in the generators and changes in volcanic and anthropogenic aerosols in the troposphere and stratosphere. All these result in spatial and temporal variation in Jz.Variations in Jz affect the production of space charge in layer clouds, with the charges being transferred to droplets and aerosol particles. New observations and new analyses are consistent with non-negligible effects of the charges on the microphysics of such clouds. Observed effects are small, but of high statistical significance for cloud cover and precipitation changes, with resulting atmospheric temperature, pressure and dynamics changes. These effects are detectable on the day-to-day timescale for repeated Jz changes of order 10%, and are thus second order electrical effects. The implicit first order effects have not, as yet, been incorporated into basic cloud and aerosol physics. Long term (multidecadal through millennial) global circuit changes, due to solar activity modulating the galactic cosmic ray flux, are an order of magnitude greater at high latitudes and in the stratosphere, as can be inferred from geological cosmogenic isotope records. Proxies for climate change in the same stratified depositories show strong correlations of climate with the inferred global circuit variations.The theory for electrical effects on scavenging of aerosols in clouds is reviewed, with several microphysical processes having consequences for contact ice nucleation; effects on droplet size distributions; precipitation and cloud lifetimes. There are several pathways for resulting macroscopic cloud changes that affect atmospheric circulation; including enhanced ice production and precipitation from clouds in cyclonic storms, with latent heat release affecting cyclone vorticity; and cloud cover changes in layer clouds that affect the atmospheric radiation balance. These macroscopic consequences of global circuit variability affecting aerosols–cloud interactions provide explanations for the many observations of short term and long term changes in clouds and climate that correlate with measured or inferred Jz and cosmic ray flux changes due to external or internal forcing, and lead to predictions of additional effects.

The global atmospheric electric circuit and its effects on cloud microphysics

This manuscript gives an up-to-date and comprehensive overview of the effects of energetic particle precipitation (EPP) onto the whole atmosphere, from the lower thermosphere/mesosphere through the stratosphere and troposphere, to the surface. The paper summarizes the different sources and energies of particles, principally galactic cosmic rays (GCRs), solar energetic particles (SEPs) and energetic electron precipitation (EEP). All the proposed mechanisms by which EPP can affect the atmosphere are discussed, including chemical changes in the upper atmosphere and lower thermosphere, chemistry-dynamics feedbacks, the global electric circuit and cloud formation. The role of energetic particles in Earth’s atmosphere is a multi-disciplinary problem that requires expertise from a range of scientific backgrounds. To assist with this synergy, summary tables are provided, which are intended to evaluate the level of current knowledge of the effects of energetic particles on processes in the entire atmosphere.

Energetic Particle Influence on the Earth's Atmosphere

Short-duration upper atmospheric optical flashes were recorded on the night of 8 July, 1993 (9 July UT) from the NASA DC-8 Airborne Laboratory flying over the American Midwest. All-sky video images from an intensified silicon intensified target (ISIT) camera revealed 19 upper atmospheric flashes occurring over a period of approximately 100 min. The flashes were similar in appearance to previously reported ground and shuttle-based video observations. Detailed analysis of 12 of the events yielded these parameters: (1) duration less than or equal to 17 ms; (2) brightness 10-50 kR, roughly that of bright aurorae; (3) terminal heights 30-100 km, with a mean of approximately 60 km; (4) horizontal extent 10-50 km; (5) emission volumes greater than 1000 cu km. The relative frequency of the optical flashes was (6) 1:200-1:400 compared to negative cloud-to-ground discharges and 1:20-1:40 compared to positive cloud-to-ground discharges.

Observations of upper atmospheric optical flashes recorded from an aircraft

In the last decade there has been a great deal of interest in the detection and understanding of phenomena occurring above active thunderstorms. The discovery of the optical phenomena now termed “red sprites” is discussed, along with the properties that have been experimentally determined. Areas of disagreement between experimentalists are pointed out. Other optical and electromagnetic phenomena associated with red sprites are presented. These include blue jets, transionospheric pulse pairs, and gamma ray flashes. Particular attention is given to the work on perturbations on very low frequency radio wave transmissions (“VLF sprites”), which has provided estimates of the electrical properties of sprites. Research into activity above thunderstorms will continue to lead to a greater understanding of the coupling between thunderstorms in the troposphere to the stratosphere, mesosphere, ionosphere, and beyond.

Red sprites, upward lightning, and VLF perturbations

Rotating fluids support waves. These inertial waves propagate obliquely through the fluid, with an angle that is fixed with respect to the rotation axis. Upon reflection, their wavelength is unchanged only when the wall obeys the local reflectional symmetry, that is, when it is either parallel or perpendicular to the rotation axis. For internal gravity waves in a density-stratified fluid, sloping boundaries thus break the symmetry of ray paths, in a two-dimensional container, predicting their focusing upon attractors: particular paths onto which the wave rays, and hence the energy, converge, and to which the wave energy returns after a small number of refections. Laboratory observations, presented here, show that, despite the intrinsic three-dimensionality of inertial waves, attractors still occur. The intensified wave energy on the attractor encourages centrifugal instabilities, leading to a mean flow. Evidence of this comes from dye spreading, observed to develop most rapidly over the location where the attractor reflects from the sloping wall, being the place where focusing and instabilities occur. This mean flow, resulting from the mixing of angular momentum, accompanying the intensification of the wave field at that location, has geophysical implications, because the ocean, atmosphere and Earth's liquid outer core can be regarded as asymmetrically contained. The relevance of wave focusing in a rotating, spherical shell, the modifications due to the addition of radial stratification, and its implications for observed equatorial current patterns and inertial oscillations are discussed. The well-known universality of oceanic, gravito-inertial wave spectra might reflect complementary, divergent (chaotic) wave-ray behaviour, which occurs in containers obeying the reflectional symmetry, but in which symmetry is broken in the horizontal plane. Periodic orbits still exist, but now repell.

Wave focusing and ensuing mean flow due to symmetry breaking in rotating fluids

This paper describes the instruments used in the Wave Induced Particle Precipitation campaign in 1987, in which one rocket and four balloons were launched near thunderstorms from the NASA Wallops Flight Facility. Examples of both the lightning events and the anomalous optical events (AOEs) detected on July 31, 1987 are presented. It is shown that the signatures of these AOEs differ from those of well-known optical sources in the atmosphere. It was found that AOEs were sometimes associated with subionospheric VLF signal perturbations (Trimpi events), suggesting a possibility that AOEs might be linked to a disturbance of the electron concentration in the high-altitude atmosphere or lower ionosphere.

Anomalous optical events detected by rocket-borne sensor in the WIPP campaign

The vector electric field and polar conductivities were measured by zero-pressure balloon-borne payloads launched from Wallops Island, Virgina during the summers of 1987 and 1988. Data were collected over thunderstorms (or electrified clouds) during 6-hour flights at altitudes near 30 km. The vector electric field measurements were made with the double Langmuir probe high-impedance method, and the direct conductivity measurements were obtained with the relaxation technique. Evidence is presented for conductivity variations over thunderstorms (or electrified clouds). It is found that both positive and negative polar conductivity data do show variations of up to a factor of 2 from ambient values associated with the disturbed periods. Some ideas for possible physical mechanisms which may be responsible for the conductivity variations over thunderstorms are also discussed in this paper.

Thunderstorm related variations in stratospheric conductivity measurements

Simultaneous in situ measurements of the stratospheric electrical conductivity, made from multiple balloon platforms during the 1992–1993 Extended Life Balloon-Borne Observatories (ELBBO) experiment, have yielded the most comprehensive data set on the stratospheric electrical conductivity. The ELBBO project involved launches of five superpressure balloons into the stratosphere from Dunedin, New Zealand, beginning November 10, 1992, and lasting through March 18, 1993. Most of the balloons floated at a constant altitude of 26 km for over 3 months, covered a wide range of latitudes from the South Pole to 28°S, and circled around the southern hemisphere several times. On average, the positive polar conductivity (conductivity of positive ions alone) was about 15% higher than that of the negative conductivity, suggesting that differences may exist between the mobilities of positive and negative ions. Data from each polarity of polar conductivity also indicate persistent, apparently organized, short-term and localized variations, with amplitude within 30% of the mean value. In corrected geomagnetic (CGM) coordinates the conductivity variations were found to be a function of latitude but not of longitude. The total conductivity can increase 150% from low latitude to high latitude, and does remain nearly constant at latitudes above 55° (namely, the cosmic ray knee latitude). Calculations based on ionization theory demonstrate that the latitudinal variations in the conductivity measurements were mainly due to the latitudinal variations in incident galactic cosmic ray intensity, with only little effect from the air temperature variations. The calculations shown here also suggest that small ions (as opposed to large ions) provide the main contribution to the stratospheric conductivity. The comparisons between conductivity measurements and models show that commonly used models can underestimate the latitudinal variation by a factor of 2. In this paper the stratospheric conductivity is parameterized based on the measurements, and a simple empirical model is presented in geographic coordinates.

Observations and parameterization of the stratospheric electrical conductivity

We report our recent measurements of horizontal electric fields from multiple stratospheric balloon platforms during the Extended Life Balloon-Borne Observatories (ELBBO) experiment. The ELBBO project involved launches of five superpressure balloons into the stratosphere from Dunedin, New Zealand, during November and December 1992. Most of the balloons floated at a constant altitude of 26 km for over 3 months, covered a wide range of latitudes from the south pole to 281°S, and circled around the southern hemisphere several times. The electric field measurements from the ELBBO experiment have confirmed the earlier discovery of a new source of stratospheric horizontal electric fields [Holzworth, 1989], with wider latitude coverages than the original finding. This newly found horizontal electric field has an average magnitude of 10 to 20 mV/m at night and 100 to 150 mV/m in the daytime. Its field vector has a unique characteristic of counterclockwise rotation in the southern hemisphere, with the rotation period near the atmospheric inertial wave period. The horizontal scale size of this new-source E field was found to be near 500 km, of the order of the horizontal wavelength of the inertial wave in the stratosphere. This new-source E field is a steady background feature of the stratosphere, with local disturbance from underlying thunderstorms or other sources. At high latitude, a dawn-to-dusk electric field mapped down from the magnetosphere was observed at the local midnight, with a larger amplitude than that of the new-source E field. One of the implications of the new-source E field is that the neutral dynamic processes are strongly coupled into the electrodynamic processes in the stratosphere, making this region electrically active and not passive as previously thought by many.
