This paper reviews the evolvement of water footprint assessment (WFA) as a new research field over the past fifteen years. The research is rooted in four basic thoughts: (1) there is a global dimension to water management because water-intensive commodities are internationally traded, so we must study virtual water trade and the effects of countries externalizing their water footprint; (2) freshwater renewal rates are limited, so we must study the development of consumption, production and trade patterns in relation to these limitations; (3) supply-chain thinking, previously uncommon in water management, can help to address sustainable water use from the perspective of companies and final consumers; and (4) a comprehensive approach requires the consideration of green in addition to blue water consumption, the traditional focus in water management, and the analysis of water pollution in the same analytical framework as well. The quick emergence of the new field and wide uptake of the water footprint concept in society has generated substantial discussion about what the concept in narrow sense and the research field in broader sense can offer and what not. The paper reflects on the main issues of debate.

Water Footprint Assessment: Evolvement of a New Research Field

We review the increasing body of research on urban water security. First, we reflect on the four different focusses in water security literature: welfare, equity, sustainability and water-related risks. Second, we make an inventory of the multiple perspectives on urban water security: disciplinary perspectives (e.g. engineering, environmental, public policy, public health), problem-oriented perspectives (e.g. water shortage, flooding, water pollution), goal-oriented perspectives (e.g. better water supply and sanitation, better sewerage and wastewater treatment, safety from flooding, proper urban drainage), integrated-water versus water-integrated perspectives, and policy analytical versus governance perspectives. Third, we take a systems perspective on urban water security, taking the pressure-state-impact-response structure as an analytical framework and link that to the ‘urban water transitions framework’ as proposed by Brown et al (Water. Sci. Technol. 59 2009). A systems approach can be helpful to comprehend the complexity of the urban system, including its relation with its (global) environment, and better understand the dynamics of urban water security. Finally, we reflect on work done in the area of urban water security indices.

Towards modern sustainable cities: Review of sustainability principles and trends

Cities are hotspots of commodity consumption, with implications for both local and systemic water resources. Water flows “virtually” into and out of cities through the extensive cross-boundary exchange of goods and services. Both virtual and real water flows are affected by water supply investments and urban planning decisions, which influence residential, commercial, and industrial development. This form of water “teleconnection” is being increasingly recognized as an important aspect of water decision-making. The role of trade and virtual water flows as an alternative to expanding a city’s “real” water supply is rarely acknowledged, with an emphasis placed instead on monotonic expansion of engineering potable water supplies. We perform a literature review of water footprint studies to evaluate the potential and importance of taking virtual flows into account in urban planning and policy. We compare and contrast current methods to assess virtual water flows. We also identify and discuss priorities for future research in urban water footprint analysis.
