This paper examines the initial effects of the introduction of Universal Primary Education (UPE) in January 1997 on school entry in Uganda. Given that advanced age at school entry has historically been associated with primary school dropout, the paper focuses on the the effects of fee elimination on the age at which a child enters school. Data from the 2000 Uganda Demographic and Health Survey and 2001 Education Data Survey are employed to examine the effects of UPE on the probability that a child begins attending school before age nine. School fee elimination under UPE is found to cause a 3% increase in this probability on average. Effects are found to be particularly pronounced for girls and children living in rural areas.

New varieties of paddy are constantly being developed in India in order to sustain yield gains in the face of biotic and abiotic stresses. In this study, the authors attempt to identify the drivers for adoption of new varieties of paddy in India; the authors also estimate the impact on yield of the adoption of new paddy varieties.,Survey data consisted of the reported information from approximately 20,000 paddy farmers in India. The study employs Cragg's double-hurdle model to study the probability and intensity of adoption of new varieties; we use regression discontinuity design to estimate the change in yield due to adoption of new varieties.,The authors’ findings indicate that the adoption of new varieties of paddy in India varies significantly within and between regions; further, the adoption of new varieties is affected by a number of socioeconomic and demographic factors; the authors also find that the adoption of new varieties increases yield significantly.,These are observational data and not based on the experiments. The authors relied on farmers' memory to recall the information.,The authors suggest the formulation of strategic policies that can cater to the needs of regions and states that are lagging behind in the adoption of new paddy varieties.

Adoption and impact of modern varieties of paddy in India: evidence from a nationally representative field survey

Domestic supports on Turkish agriculture have substantially increased over the past decade while empirical evaluation of their output impact is limited. Also, the existing literature often neglects potential spatial spillover effects of agricultural policies or subsidies. The purpose of this paper is to quantify the direct and spillover effects of Turkish agricultural domestic measures and agricultural credits use on the added agricultural value.,This study applied a spatial panel model incorporating spatial interactions among the dependent and explanatory variables to evaluate the impact of government support and credit on Turkish agricultural output. A provincial data set of agricultural output values, input factors and government subsidies from 2004 to 2014 was used to model the spatial spillover effects of government supports.,Results show that a one percent increase in agricultural credits in a given province leads to an average increase of 0.17 percent overall in agricultural value-added per hectare, including 0.05 percent from the direct effect and 0.12 percent from the spillover effect. Contrary to agricultural credits, a one percent increase in government supports in a province generates a mixed direct and spillover effects, resulting in an overall reduction of 0.13 percent in agricultural value-added per hectare in Turkey.,This study could be extended by controlling for climate, biodiversity and investment factors to agricultural output in addition to input and policy factors if such data were available.,This study fills the gap in the literature by determining the total effect, including direct and spatial spillover effect, of domestic supports and credits on Turkish agricultural value. The findings provide crucial information to decision makers regarding the importance of incorporating spatial spillover effects in the design of agricultural policy.

Effects of government supports and credits on Turkish agriculture: A spatial panel analysis

The purpose of this paper is to estimate the degree of technical efficiency, determinants of technical inefficiencies and driving forces behind the production growth for a panel data set collected during the 1998/1999 and 2004/2006 Kharif cropping season, from 452 small-scale rice farming households in the Giridih and Purulia districts of Eastern India.,The estimations of technical efficiency utilize stochastic frontier production function with a sub-model of inefficiency effects at both aggregated farm level and disaggregated plot level where traditional varieties (TVs) and high-yielding varieties (HYVs) are differentiated. The output growth decomposition analysis identifies the main contributor to the total rice production growth.,The results indicate that the sampled farms are operated at moderate levels of technical efficiency. The production of HYV rice is associated with higher technical efficiency compared to TV rice. Farming experience, education attainment, landholding size, the share of non-agricultural income and the share of land in the lower terraces account for the differences in technical inefficiencies across the sampled farms. The decomposition analysis suggests that as technical efficiency decreased, technical change is the main source of production growth during the survey period.,The small sample size applied in the analysis will result in an insufficient representativeness of the study area.,This paper fills the literature gap as estimations of technical efficiency that account for subtle differences in adopted rice varieties are still rare in India.

Estimation of technical efficiency and output growth decomposition for small-scale rice farmers in Eastern India: A stochastic frontier analysis

Transgenic crops have been increasingly adopted, produced and commercialized throughout the world. Correspondingly, the management of intellectual property rights concerning transgenic crops has gained importance. In this context, it is necessary to understand the status quo of transgenic crop production, especially in developing countries. The purpose of this paper is to provide a general scenario of transgenic crops and their growth around the world, especially in Latin America.,A literature review was carried out to determine the status of intellectual property protection, production and commercialization of transgenic crops.,Opinions concerning the risks and benefits of adopting transgenics are markedly divided. Its presence in the agricultural sector has undoubtedly taken a firm hold in different parts of the world. Nevertheless, there are some areas of the international transgenics industry that need further and ongoing discussion and assessment, such as biosafety, intellectual property, regulation and legislation, among others. Additionally, in developing countries, and especially in the case of Latin America, other relevant issues to be addressed are associated with the conservation of local plant varieties and the preservation of cultural values, as well as the development of endogenous technology to solve local problems and the integration of farmers and the society at large and their interests into the discussion.,The most significant limitation of the present study was the lack of available data. Future studies using larger data sets will allow for more robust statistical analyses. Additionally, country-specific studies focused on the most important crops, those that each country grows intensively, are necessary for a better insight into the global dynamics of the sector; these studies must stress the intellectual property mechanisms used and address biosafety and regulatory issues, among other areas.,The present study represents a starting point for establishing schemes to facilitate the proper development and management of transgenic technology based on regional interests and the guiding principles of ethics and biosecurity.

Production, commercialization, and intellectual property of transgenic crops in Latin America: A state of the art review

Hybrid rice is considered as one of the technologies having the potential to push the production frontier to meet the growing demand for rice in India. The technology was introduced in India in 1994 but is yet to see widespread adoption. The purpose of this paper is to identify the factors that influence the partial/complete adoption of hybrid rice technology by the farmers in India. This study also assesses the factors behind difference in the share of land allocated to hybrid rice cultivation by farmers.,The study employs a Tobit model to evaluate the impact of factors related to technology, farmer, farm and geographical location on the decision to adopt hybrid rice. Data for this study are compiled from surveys of 441 hybrid rice growing farmers across 3 Indian states conducted during 2012-2013.,The paper finds that farmers with smaller landholdings, higher education and higher experience of growing hybrid rice are more likely to be complete adopters. Farmers reporting good demand for hybrid rice output and availability of subsidy on hybrid rice seeds also have higher probability of being complete adopters. However, the availability of hybrid rice seeds in government outlets and cultivating multiple kharif crops are negatively related to the extent of hybrid rice adoption. The results suggest insignificant impact of age, family size, ownership of cattle and machinery on the adoption level of hybrid rice by the farmers.,Although the sample for this study has been collected from three states with different agro-climatic zones and productivity, the results cannot be generalized for other states.,There is a great potential to increase the area under hybrid rice cultivation in India. This study is one of the first attempts to look at the adoption levels of hybrid rice in India and determine the factors which might be hindering the complete adoption of the technology. Focusing on the factors positively related to complete adoption can help in enhancing the area under hybrid rice and similar approach can be used for other new agricultural technologies in the developing country context.
