Abstract: In Estonia, digital signing started with the Digital Signatures Act already as early as in 2000. The aim to make digital signing and its use with various types of documents more convenient and efficient has had a high priority in the state’s e-Governance initiative. In this article we provide a study of the systematic introduction and use of digital signatures with documents related to decision-making processes and analyze the factors which influence this. We look at local governments as a major use case and provide an overview of the digital signing statistics for local government document exchange. The article highlights the differences related to the size and administrative capacity of the local governments as well as their readiness to transition into the information society.

Abstract: The following article seeks to investigate what the main success factors are when implementing national e-identification systems as a part of e-governance strategies. The article reviews the case of Ukraine that currently is in the beginning of e-identification management system deployment. In frames of the paper, positive experience of foreign countries in electronic identity management is examined aiming to outline lessons that can be learned by Ukraine. The article aims to identify main issues and problems that inhibit the development of successful e-identification system in Ukraine assuming citizens’ awareness as one of the key success factors. Positioning it as a crucial factor is underpinned by means of conducting a survey among Ukrainian citizens. Based on conducted interviews with officials, a local government e-identity solution is discussed as a project that can be potentially applicable on a national level. Personal vision of authors on improving and raising citizens’ awareness on e-government and e-identification is presented as a recommendation for stakeholders’ consideration, being at the same time a hypothesis for future studies.

Abstract: In this paper, we describe a data quality framework for public sector organizations is proposed. It includes a data quality methodology for the public sector organizations (DQMP) and a complex of state-level activities for improving data quality in the public sector. The DQMP comprises a data quality model, a data quality maturity model, and a data quality management process. Based on this framework, two guidelines have been developed: a data quality handbook for public sector organizations and guidelines for improving data quality in the public sector. The results of the evaluation of the data quality handbook on three basic Estonian state registers highlight lessons learned and confirm the usefulness of the approach. The paper aims at researchers investigating data quality in various environments and practitioners involved in information systems management, development, and maintenance.

Abstract: The development of e-governance is impossible without appropriately training qualified professionals in this field. The lack of untrained personnel in government offices provided the need to create an interdisciplinary program linking different domains such as IT, law and public sector. This paper discusses the creation and development of a Master’s study program in e-Governance Technologies and Services, highlighting the most common obstacles and providing solutions. The curriculum prepares managers and specialists to be responsible for the development of e-Governance in organizations and e-Government initiatives. It enables them to master the management and business processes related to e-Governance. Students gain broad knowledge about the makings of a modern state and the transition process into e-Governance.

Abstract: This paper examines the possibilities of using the Estonian e-Governance infrastructure in an innovate manner to help displaced Estonian residents in a hypothetical national emergency. We begin by exploring the challenges that displaced persons and aid organizations face throughout three key stages of displacement – flight from conflict zones, temporary displacement, and long term integration. On this basis we analyze how the Estonian e-Governance infrastructure can be used in a refugee emergency. We provide a definition of intangible e-Governance infrastructure. We identify the key component of the existing Estonian e-Governance infrastructure as well as the proposed Governmental Cloud and Data Embassy initiatives. We analyze linkages where the utilization of the infrastructure could potentially counter the challenges of displaced persons and aid organizations. To realize these linkages, we propose a policy to make certain refugee-related, otherwise restricted governmental datasets accessible to international aid organizations. Additionally, we introduce a legal framework for the policy, analyze the technological requirements of its implementation, and discuss its communicational and technology export-related implications.

Abstract: Although the National Archive of Estonia (NAE) has a full-function digital archive (reception, storage, use) still not a lot of digital content has been provided for digital preservation in the Estonian National archives. This raises problems concerning the digital preservation of the valuable content for future generations. Institutions complain about the complexity of the archiving process despite the Estonian digital archiving system shows a very user-friendly design. The main purpose of the research project was first, to assess the current status of the digital archiving process in Estonia; secondly, to identify bottlenecks and, thirdly, to provide solutions in order to simplify the systems. This paper discusses the results of this project by bringing out the answers to proposed issues as well recommendations.
