Mobility load balancing (MLB) is widely used to address the uneven load distribution problem. The basic idea is that a hot-spot cell selects less-loaded neighbouring cells as assistant cells, and thenshiftsitsedge users to assistant cells via the handover region adjustment. However, shifted users receive the reduced signal power after MLB, which may result in the poor link quality problem for shifted users. In order to deal with this problem, this paper proposes a mobility load balancing aware radio resource allocation (MLBRRA) scheme. In the MLBRRA scheme, the assistant cell jointly considers the MLB factor of the shifted user and that of the hot-spot cell, as well as the proportional fairness scheduling factor. More specifically, the assistant cell preferentially allocates radio resources to shifted users, which are suffering poor link quality or previously served by a hot-spot cell with large handover region. Simulation results show that the proposed MLBRRA scheme can effectively deal with the poor link quality problem in terms of handover failure and call dropping. The proposed scheme can also reduce the call blocking probability.

Mobility load balancing aware radio resource allocation scheme for LTE-Advanced cellular networks

Radio Access for Future 5G Vehicular Networks

The purpose of the study was to develop an activity-based mLearning implementation model for English Language learning among undergraduates. The development of the
model was aimed at how mLearning could be used to support formal learning in aiding students to achieve both learning needs and target course outcomes through networking of
language learning activities. Professional Communication Skills course, an undergraduate language course offered in a private tertiary institution was selected as an example to
develop the model.
The study adopted the Design and Development Research approach, which was introduced by Richey & Klein (2007) to develop the model. Based on the approach, the study was conducted in three phases. Phase 1 involved needs analysis using survey questionnaire that was conducted among 220 undergraduate students to investigate the need to adopt mLearning and consequently the development of the model. Data for this phase was analyzed using descriptive statistics via Statistical Package for the Social Sciences
(SPSS) software. Interpretation of the needs analysis was based on the values of mean and standard deviation. Phase 2 adopted the Interpretive Structural Modeling (ISM) method to
develop the model via a panel of eight (8) experts. Interpretation of the data was based on the model generated by ISM software and the classification and relationships of elements (learning activities). Phase 3 involved another panel of experts of 48 members to evaluate the model using a modified Fuzzy Delphi technique. The evaluation was based on their responses to a seven-likert linguistic scale survey questionnaire. The ‘threshold’ value (d) was calculated to determine the experts’ consensus for all questionnaire items while the defuzzification (Amax) values for the items would register the agreement (decision) of the
experts.
The overall findings for Phase 1 indicated that the students owned at least one mobile technology device (98.6%, n = 217) with 82.2% (n = 181) of their devices were at least Level 2.This concluded that the students have the necessary technology access for the incorporation of mLearning in their formal learning. They also showed high acceptance level and intend to use mLearning in their formal English Language course. Thus, the findings necessitated the need for the study to develop the model. Findings from Phase 2 resulted in the development of the model that consisted of 24 formal and informal learning
activities determined by a panel of experts. The experts also viewed that the activities could be divided into three learning domains and four activity clusters to facilitate the interpretation of the roles of the activities. Finally, findings from Phase 3 of the study showed consensual agreement (d = 89.9%) among the experts in terms of the selected language activities (Amax = 42.03), relationships among them (Amax = 43.05), the classification of the activities (Amax = 42.05), and the overall evaluation of the model (mean Amax = 41.59) as the values exceeded the minimum value of 33.6. The model proposes how formal and informal learning could converge practically through the incorporation of mLearning activities in formal learning settings in aiding the students to fulfill their language learning needs and target course outcomes.

Development of activity-based mLearning implementation model for undergraduate English Language learning / Muhammad Ridhuan Tony Lim bin Abdullah

Scientific and technological innovations of the last few decades in the field of wireless telecommunications and networking have enabled a wide area of applications and services in healthcare, transportation, environmental protection, infotainment, industrial automation, homeland security, smart urban environments and other disparate fields. At the same time the complexity and criticality of these systems creates many technical challenges in their design, development and operation. This paper reviews a number of important application fields of wireless communications and networking and discusses recent results, key challenges and unsolved issues in each one of them. It goes on to present some theoretical and practical issues and research directions in the field of wireless communications and networking that are common to most if not all application areas. These include theoretical link and network capacity limits, cognitive radio and cognitive networking, programming and in-field reprogramming of wireless devices, and complex system design inspired by biology and physics.

Security is of utmost importance in 4G and future generations wireless networks, and therefore the key success factor for commercial exploitation. This research is an attempt to design a security transition roadmap to 4G and future generations, incorporating the technical and business elements of the security issues which will affect the motivation and the challenges for its deployment, either from the prospective of technology vendors, policy makers, and end-users.

Mobile and wireless communications are moving towards a new era that will be characterized by the seamless collaboration of heterogeneous systems, the need for high speed communications while on the move and for advanced services with quality guarantees. Recent market research studies show that most of the traffic in the future wireless networks will be produced by mobile multimedia services which are expected to proliferate by the year 2010. On the other hand mobile and wireless communications technology is becoming more and more important in developing countries where people demand fast deployment and low cost for broadband wireless internet services. The objective of this volume is to gather research and development on topics shaping the fourth generation (4G) in mobile and wireless communications and reveal the key trends and enabling technologies for 4G. We envisage 4G wireless communication systems as IP based solution providing integrated services (voice, data, multimedia) regardless of time and end-users' location. 4G technologies will manifest the benefits of the wireless and wired technologies convergence, through enabling a wide range of innovative (both indoor and outdoor) applications. 4G applications will feature premium quality, high security and an affordable cost. The vision, though fantastic, is associated with a host of technical and technological challenges. A great deal of the later are discussed in the articles of this volume, which aims at providing insights on the research issues and solutions that are directly associated with leading edge 4G technologies and services. Taking into account recent developments in the world of wireless communications we have given emphasis to cover all these technologies and aspects that are considered as cornerstones for achieving the goals set for 4G and that will further boost research and development of next-generation mobile communications.
