This is the first of two papers which briefly outline the development of behavioral and cognitive behavioral treatment of sexual offenders from the mid-1800s to 1969. We first consider the historic role of Sigmund Freud and note that a broad scientific interest in deviant sexual behavior was well established by 1900. In the early to mid-20th century, two psychologies were prominent in the development of behavioral approaches, those of John B. Watson and Alfred Kinsey. Behavior therapy for a variety of problems emerged in the 1950s and soon found application to deviant sexuality. The development of penile plethysmography helped to focus interest on deviant sexual preference and behavior. While nonbehavioral approaches to sexual offenders paralleled these developments, a combination of behavioral and cognitive behavioral treatments began to emerge in the late 1960s which ultimately developed into the approaches more commonly seen today.

This paper is a response to Peter Allmark's thesis that 'there can be no "caring" ethics'. It argues that the current preoccupation in nursing to define an ethics of care is a direct result of breaking nursing tradition. Subsequent attempts to find a moral basis for care, whether from subjective experimental perspectives such as described by Noddings, or from rational and detached approaches derived from Kant, are inevitably flawed. Writers may still implicitly presuppose a concept of care drawn from the Judaeo-Christian tradition but without explicit recourse to its moral basis nursing is left rudderless and potentially without purpose. The very concept of 'care' cut off from its roots becomes a meaningless term without either normative or descriptive content.

Recently Aboriginal and Maori communities have been in a position to increase attempts to revive their languages and cultural practices as a result of increasing public and political pressure, both nationally and globally, to recognise the rights of Indigenous peoples. The way in which people seek to manage the environment depends on their cultural identity, history, and the way in which they perceive the environment. For Indigenous peoples, ecological knowledge is a key component to their approach to resource management and the relationship to all things living within it. The reinstatement of Aboriginal and Maori coastal guardianship rights and management methods engages a diverse field of cultural politics and dialogues relating to place and identity. Prior to colonisation, the coastal environment, which incorporates terrestrial and marine areas, as well as land, was the most important factor in the survival of both Maori and Aboriginal communities as distinctions between areas of land and sea have been primarily a Western construct. The loss of land for both peoples, with the onset of British colonisation was keenly felt in both countries as the Indigenous communities were locally orientated peoples with land held communally rather than individually. However, the issue of reinstating Indigenous coastal management and guardianship rights is a contentious issue. This thesis examines the roles and recognition of Indigenous communities within Australia and New Zealand in the management of their sea country. This is done by exploring whether legislation allows Indigenous communities to carry out traditional management practices, or whether it limits the ability of Indigenous communities to actively participate. Government resource management policies and practices and the extent to which traditional resource management practices are acknowledged are also explored. To achieve this, the author has presented three case studies: Nambucca Heads, the Batemans Marine Park, located in New South Wales, Australia and the Kaikoura coastal environment which it situated on the east coast of the South Island of New Zealand, to illuminate experiences of Aboriginal and Maori relationships with the coastal environment. Insights from theories of place identity and environmental management, especially those with a postcolonial focus are used to map out the cultural politics in which Indigenous resource management practices and experiences are related.
