Although planning is a crucial information management issue, it must be seen as only one facet of an organization's complete program for information technology management. Attention in this article is first directed toward understanding the larger management context within which planning activities are likely to transpire. The paper then describes a vew of planning appropriate for the 1990's and identifies contributions form the information technology (IT) planning literature likely to facilitate IT planning efforts.

Information technology planning in the 1990's: directions for practice and research

This study reports an empirical investigation of some of the relationship that exist between organizational characteristics and end-user satisfaction associated with computer-based information systems (CBIS) in small businesses. Eight hypotheses were tested using data collected in a two-phase study of 83 small firms. The major findings show that end-use satisfaction is correlated with the number of systems analysts present within a firm, with the degree of analysis of information requirements, with the level of participation, and with end users' level of computer literacy. In addition, it was found that decentralization of the decision-making process tends to create a need for more effective CBIS. As a result, end-user satisfaction as found to be higher in firms that were less centralized. Furthermore, there was a strong correlation between the end users and data processing personnel's satisfaction with the CBIS environment.

Factors affecting information satisfaction in the context of the small business environment

In previous implementation studies, the relationships between influence factors and information systems (IS) performance under the level of IS evolution were not empirically examined. The studies did not consider the evolution level of IS in examining influence factors of IS performance. They have tried to identify critical influence factors without considering the state of the IS and the IS department, that is, the levels of IS evolution.The objectives of this study are to examine the direct relationships between influence factors and performance of accounting information systems (AIS), and to identify the moderating effect of evolution level of IS on the relationships. In this study, the direct relationships and the moderating effect of evolution level of IS were hypothesized.The results of the empirical test suggested that there are significant positive correlations between the performance of an AIS and the influence factors such as user involvement, capability of IS personnel and organization size. It was also proved that the relationships between performance of AIS and influence factors are significantly influenced by the evolution level of IS. Hence, for the success of AIS, each influence factor should be considered differently in the degree of importance according to the level of IS evolution.

This study synthesizes the research findings of 82 empirical studies on user participation in information systems development (ISD). Various ISD outcomes are addressed using a classification scheme involving two broad categories-attitudinal/behavioral outcomes and productivity outcomes. The results demonstrate that user participation is minimally-to-moderately beneficial to ISD; its effects are comparatively stronger on attitudinal/behavioral outcomes than on productivity outcomes. This attitudinal/behavioral impact may largely be the result of the emphasis that has been placed on user participation by academics and consultants. The results of this analysis are compared to those of a meta-analysis in the broader management context of participation. The results are similar in terms of attitudinal outcomes, but different, and lesser, in terms of productivity outcomes. Since the current status of research in the broad area of participation is that the effects of participation are considered to be problematic, that status and the results of this study suggest that user participation alone may not be sufficient to achieve significantly improved ISD outcomes, and that different strategies should be employed based on the specific goals of ISD projects. If system acceptance is the ultimate goal, user participation should be designed to induce more psychological involvement among potential users. If productivity benefits are the focus, user participation should be designed to provide developers the needed domain knowledge. In sum, user participation should be treated as one of a number of means for ISD projects to be more successful.
