Review, analysis and classification of the literature on QFD—Types of research, difficulties and benefits

Due to the combination of rapid influx of new technology, high pressure on time-to-market and increasing globalization, the number of products that have highly uncertain and dynamic specifications or customer requirements might significantly increase. In order to deal with these inherently volatile products or services, we need to adopt a more pro-active approach in order not to produce an unwanted product or service. Thus, based on the idea of the quality loss function and the zero-one goal programming, an intuitively simple mathematical model is developed to prioritize the quality characteristics (QCs) in the dynamic quality function deployment (QFD). It incorporates a pro-active approach towards providing products and services that meet the future voice of the customer (FVOC). The aim is to determine and prioritize only the ‘important’ QCs with a greater confidence in meeting the FVOC. Prioritizing quality characteristics in dynamic quality function deployment

Dealing with qualitative information is quite common in real life problems. So far research focused on developing process adjustment models only for quantitative data. This paper presents a process adjustment approach of a deteriorating process in which quality characteristics are expressed in qualitative form. This approach jointly determines the initial setting of process mean and production run. A fuzzy logic is adopted to implement the process adjustment approach. The features of this approach are lack of mathematical complexity and ability to deal with qualitative data. Detailed implementation of the fuzzy process adjustment model is also given in this paper.

A fuzzy logic approach for dealing with qualitative quality characteristics of a process

Fuzzy quality function deployment (QFD) has been extensively used for translating customer requirements (CRs) into product design requirements (DRs) in fuzzy environments. Existing approaches, however, for rating technical importance of DRs in fuzzy environments are found problematic, either incorrect or inappropriate. This paper investigates how the technical importance of DRs can be correctly rated in fuzzy environments. A pair of nonlinear programming models and two equivalent pairs of linear programming models are developed, respectively, to rate the technical importance of DRs. The developed models are examined and illustrated with two numerical examples.

본 연구는 지방정부가 포스트 코로나 시대에 관광스타트업을 지원하는 정책에 있어 정책의제설정의 우선순위를 AHP와 IPA 기법을 활용하여 분석하고자 한다. 이론적 고찰에서는 관광스타트업지원정책과 정책의제설정에 관한 선행연구를 검토하여 분석의 틀과 연구문제를 설정하였다. AHP와 IPA 기법에서는 설문에 참여하는 대상의 전문성과 실무경험을 매우 중요하게 제시하기에 지방정부 차원에서 관광스타트업 지원정책을 담당하고 있는 지방정부 및 지역관광조직의 담당자, 실제 지방정부 지원정책 사업 참여경험이 있는 창업자, 관련 전문가, 협회 및 학계 등을 대상으로 델파이 조사 및 AHP와 IPA 설문을 실시하였다. 분석결과, 전체 전문가 응답자의 정책 우선순위는 사업 역량 강화, 성장 기회 제공, 창업 동기 유발 순으로 중요도가 나타났으며, 창업경험의 유무에 따른 집단별 정책 우선순위 분석에서는 창업경험이 있는 집단은 성장 기회 제공을, 창업경험이 없는 집단은 사업 역량강화가 제시되었다. 각 세부 정책 영역별 중요도와 수용도 분석에서는 정부에서 더 집중해야 하는 정책영역으로 성장 창업 자금 지원, 예비창업자 자금 지원, 고용유지 및 일자리 지원금, 위기 극복 사업비 지원 등 실질적인 자금 지원과 관련된 정책사업들이 제시되었다. 연구의 시사점은 포스트 코로나 시대 관광산업의 급격한 환경변화에 대응할 수 있는 관광스타트업 지원정책에 있어 보다 효과적이고 실질적인 정책 자원 분배의 새로운 방향성을 제시하였다는데 있다. 

An Analysis on the Policy Priority of Local Governments’ Tourism Startup Policy in the Post Covid-19 Era : Using AHP and IPA Method

Objectives : The objective of this study is to understand digitalization and energy conversion trends and suggest future directions using text-mining-based analysis.Methods : From 2015 to 2021, published domestic research reports and policy briefings related to digitalization and energy from government departments and major media outlets were analyzed using text-mining techniques. Frequency, time-series, and association analyses were conducted to understand current trends and patterns.Results and Discussion : Frequency analysis of reports and articles published for the 2015-2021 period found that the most common keywords were, in descending order, ‘education’, ‘finance’, ‘hydrogen’, and ‘solar power’. This indicates that the core technologies of the fourth industrial revolution have been employed in various fields, with a specific focus on renewable energy for carbon neutrality. Time-series analysis confirmed that the direction of government policy has changed, and it was found that digital and energy conversion was accelerating before and after the outbreak of COVID-19 and the Korean version of the New Deal policies. Association analysis revealed that government policies associated with fourth industrial revolution technologies have been established in various fields and the commercialization of renewable energy has been active.Conclusion Analyzing domestic policy directions using text mining revealed an association between the fourth industrial revolution and carbon neutrality. Text mining techniques can be used to more effectively understanding of domestic policy trends, and it is expected that they will apply a wide variety of fields that can utilize them in the future.
