Consensus methods such as the Delphi survey technique are being employed to help enhance effective decision-making in health and social care. The Delphi survey is a group facilitation technique, which is an iterative multistage process, designed to transform opinion into group consensus. It is a flexible approach, that is used commonly within the health and social sciences, yet little guidance exists to help researchers undertake this method of data collection. This paper aims to provide an understanding of the preparation, action steps and difficulties that are inherent within the Delphi. Used systematically and rigorously, the Delphi can contribute significantly to broadening knowledge within the nursing profession. However, careful thought must be given before using the method; there are key issues surrounding problem identification, researcher skills and data presentation that must be addressed. The paper does not claim to be definitive; it purports to act as a guide for those researchers who wish to exploit the Delphi methodology.

Casinos are often considered as a “growth pole” strategy to revitalize dilapidated regions. However, voters often reject casinos due to their perceived adverse impact on crime.

Using a quasi-experimental design we analyze the impact of the casinos on crime spillover from Atlantic City to other localities in the region. We found that the level of crime in localities adjacent to Atlantic City and along the major nontoll routes to Philadelphia and New York City up to approximately 30 miles from Atlantic City rose significantly following the introduction of casinos. Crime levels are higher than they would have been in the absence of casinos.

This study uses a Policy Delphi to discern differences in perspective among and within groups responsible for formulating and implementing vocational rehabilitation policy. Four groups of players were chosen for our analysis: government officials, academics, directors of rehabilitation centers, and the staff who interface with program participants. Significant differences were found between the groups regarding the relative importance of possible legislative goals. This suggests that the failure of vocational rehabilitation policy to promote a work agenda may be attributed to a lack of consensus among policy implementors. The Delphi technique could help policy planners understand the different perspectives within the implementation community, and hence craft more realistic legislation.

Using the Delphi process to analyze social policy implementation: A post hoc case from vocational rehabilitation

The future permanent economic agreement between Israel and Palestine will have to determine, among other things, the trade regime and whether there should be economic borders. The decision will have to satisfy goals of economic development, including a reduction in economic and social gaps between the two countries, and questions of sovereignty. We describe and analyse the evolution of the Palestinian economy before and since the Oslo agreements. Concerning the future agreement, we discuss the tradeoffs between sovereignty and prosperity and argue for the establishment, at first, of economic borders and a regime of less than full integration.

Sovereignty and Economic Development: The Case of Israel and Palestine

Urban economic models suggest that, ceteris paribus, land values diminish with distance from a central business district (CBD) which 'produces' employment, income and other amenities. A new industry like casino gaming may have jobs and increased income associated with it. These amenities will induce an increase in property values. The size of that increase diminishes with distance from the city centre. The new industry may have the negative by-product of crime, which is hypothesised to have a reversed, although systematic, effect upon land values. That is, it pays to live in the hinterlands far from the source of crime. Thus, theoretically, the net effect of amenities as a function of distance from the central city is ambiguous. Applying the model to Atlantic City shows that the casinos have brought jobs, additional income and greater real estate values to the region, but the positive impact diminishes with distance from the city centre.
