A system and method for determining a vehicle insurance premium for a period of time based at least in part on collected vehicle operation data, the system comprising: a mobile device, comprising: one or more sensors associated with the mobile device and configured to automatically collect vehicle operation data during a data collection session; a processor; a non-transitory storage medium; a display; a transmitter; and a set of computer readable instructions stored in the non-transitory storage medium and when executed by the processor configured to allow the mobile device to collect vehicle operation data and transmit the collected vehicle operation data; and a remote processing computer, comprising: a server that receives collected vehicle operation data; a database that stores collected vehicle operation data; and a rating engine that determines a vehicle insurance premium based at least in part on collected vehicle operation data.

Methods and systems for logging driving information associated with a vehicle when driven are disclosed. In one aspect, a mobile telecommunications device is provided that is adapted for installation to a vehicle and configured to log driving information associated with the vehicle when driven. The mobile device is arranged to register the start of a driving period during which the mobile device is installed to the vehicle and the vehicle is being driven by a driver. The mobile device is also arranged to process sensor data during the driving period to derive driving information associated with how the vehicle is driven. A system for performing multi-level video processing within a vehicle includes a pre-processing module for determining an encoding mode and enabling one or more levels of encoding based on the encoding mode. The pre-processing module further receives a video stream from a camera attached to the vehicle via a vehicular communication network and encodes the video stream based on the encoding mode to produce a packet stream output. For example, events such as accidents, near-misses, and excessive speed, among others, trigger a system to preserve video images collected before and after the moment of the event. Replaying these images provides information regarding the cause and true nature of the event. These systems are particularly suitable for vehicle fleets, or other groups of vehicles that can communicate with a common system.
