This research describes and analyses how smallholder crop livestock farmers in rural Ea Kar, Vietnam, were able to take advantage of the rising demand for meat in urban centres and transform cattle production from a traditional, extensive grazing system to a more intensive, stall-fed system that supplied quality meat to urban markets. The traditional grazing system produced low-quality animals that could only be sold for local consumption. Introduction of the concept of farm-grown fodder production enabled farmers to produce fatter animals, achieving higher sale prices, and reduce labour inputs by moving from grazing to stall-feeding. These benefits convinced farmers, traders and local government that smallholder cattle production could be a viable enterprise and so stimulated stakeholder interest. Transformation of smallholder beef cattle production in Vietnam

The wider use and improved performance of planted tropical forages can substantially change social, economic and environmental landscapes. By reviewing impact-related studies published in the past two decades, this paper shows how evolving development priorities have influenced the types of impacts being documented. A meta-analysis was used to examine 98 studies according to: (i) breadth of reported effects, as related to development goals of social equity, economic growth and environmental sustainability; (ii) extent of effects, ranging from intermediate to longer-term impacts; and (iii) measurement precision (identification, description or quantification) of impacts. Impacts have been assessed for fewer than half of the documented 118 Mha with improved forages. Although Brazil accounts for 86% of the known planted area, widespread irregular reporting of technology adoption affects accuracy of global estimates. Over 80% of the impact-related studies reported economic effects, while fewer than 20% were quantitative estimates of longer-term economic impacts. Inconsistent valuation methods and assumptions prevented valid summation of total economic impacts. Social effects were reported in fewer than 60% of studies and emphasized household-level outcomes on gender and labor, with most reported effects being non-quantitative. Environmental effects were reported slightly more often than social effects, with recent increases in quantitative estimates of carbon accumulation. Few studies analyzed tradeoffs. Independent reviewers conducted approximately 15% of the studies. Newer development priorities of environmental sustainability, system intensification, organizational participation and innovation capacities require broader approaches to assess impacts. Increased marketing and coordination with development and environmental organizations can generate greater demands for improved forages.

Tree legumes: an underexploited resource in warm-climate silvopastures

Transboundary animal diseases including foot-and-mouth disease and haemorrhagic septicaemia remain a major constraint for improving smallholder large ruminant productivity in the Mekong region, producing negative impacts on rural livelihoods and compromising efforts to reduce poverty and food insecurity. The traditional husbandry practices of smallholders largely exclude preventive health measures, increasing risks of disease transmission. Although significant efforts have been made to understand the social aspects of change development in agricultural production, attention to improving the adoption of biosecurity has been limited. This study reviews smallholder biosecurity risk factors identified in the peer-reviewed literature and from field research observations conducted in Cambodia and Laos during 2006-2013, considering these in the context of a change management perspective aimed at improving adoption of biosecurity measures. Motivation for change, resistance to change, knowledge management, cultural dimensions, systems theory and leadership are discussed. Due to geographical, physical and resource variability, the implementation of biosecurity interventions suitable for smallholders is not a 'one size fits all'. Smallholders should be educated in biosecurity principles and empowered to make personal decisions rather than adopt prescribed pre-defined interventions. Biosecurity interventions should be aligned with smallholder farmer motivations, preferably offering clear short-term risk management benefits that elicit interest from smallholders. Linking biosecurity and disease control with improved livestock productivity provides opportunities for sustainable improvements in livelihoods. Participatory research and extension that improves farmer knowledge and practices offers a pathway to elicit sustainable broad-scale social change. However, examples of successes need to be communicated both at the 'evidence-based level' to influence regional policy development and at the village or commune level, with 'champion farmers' and 'cross-visits' used to lead local change. The adoption of applied change management principles to improving regional biosecurity may assist current efforts to control and eradicate transboundary diseases in the Mekong region.

Improving Smallholder Farmer Biosecurity in the Mekong Region Through Change Management

Future food security has become a major global concern and is particularly important in the Greater Mekong Subregion where several countries have seen rapid urban economic development and increasing demand for red meat. In Cambodia, the majority of livestock producers are subsistence or semi-subsistence rural smallholder farmers using cattle as a source of protein, fertiliser, draught power, and asset storage. Potential income from smallholder cattle is limited by a range of factors that compromise productivity, including endemic diseases, poor nutrition, and lack of knowledge of husbandry techniques and marketing practices. To address the developing opportunities to improve rural incomes from cattle production in Cambodia, a 4-year longitudinal study was conducted to examine 'best practice' interventions that could improve productivity and profitability of cattle within smallholder farming systems. The study involved six villages from three provinces, with two villages in each of the provinces of Takeo, Kandal and Kampong Cham paired and designated as either high intervention (HI) or low intervention (LI). A best practice intervention program was introduced to the HI villages to develop the husbandry skills of farmers, including implementation of forage technology, disease prevention through vaccination for foot-and-mouth disease and haemorrhagic septicaemia, deworming, and education in nutrition, biosecurity, disease control, and marketing. Between April 2008 and February 2012, eight repeat-measures capturing data on animal health and production, including cattle weights used to evaluate the impact of interventions on average daily gains, were completed. Cattle in HI villages had significantly (P < 0.01) higher mean liveweight during the last three sampling periods, and average daily gains were 2.4 times higher than in cattle of the LI villages. This study provides evidence that best practice interventions resulted in improved cattle productivity, farmer knowledge and positive impacts on household income over time, offering a pathway that can address food security concerns and more rapidly alleviate rural poverty in the GMS.
