As previously discussed, Reyhner and Eder (1989) have divided the history of American Indian educational policy, and indeed Indian policy generally, into six distinct periods or eras, culminating in our current state of Self-Determination. While this seems to be an accurate assessment of the present day, the authors would like to suggest that recent global developments have created considerable impetus for change in Indian Country. The authors believe that Indigenous populations may well be on the cusp of a new day in Indian policy in America, if proper consideration is given to this global imperative.

Supporting resurgent Indigenous-led governance: A nascent mechanism for just and effective conservation

The livelihoods of indigenous peoples, custodians of the world’s forests since time immemorial, were eroded as colonial powers claimed de jure control over their ancestral lands. The continuation of European land regimes in Africa and Asia meant that the withdrawal of colonial powers did not bring about a return to customary land tenure. Further, the growth in environmentalism has been interpreted by some as entailing conservation ahead of people. While this may be justifiable in view of devastating anthropocentric breaching of planetary boundaries, continued support for “fortress” style conservation inflicts real harm on indigenous communities and overlooks sustainable solutions to deepening climate crises. In reflecting on this issue from the perspective of colonial land tenure systems, this article highlights how ideas—the importance of individualised land ownership, cultivation, and fortress conservation—are intellectually flawed. Prevailing conservation policies, made possible by global non-governmental organisations (NGOs) and statutory donors, continue to harm indigenous peoples and their traditional territories. Drawing from the authors’ experience representing the Batwa (DRC), the Ogiek and Endorois (Kenya) and Adivasis (India) in international litigation, this paper examines the human and environmental costs associated with modern conservation approaches through this colonial lens. This article concludes by reflecting on approaches that respect environmental and human rights.

Decolonising Conservation Policy: How Colonial Land and Conservation Ideologies Persist and Perpetuate Indigenous Injustices at the Expense of the Environment

Pacific salmon (Oncorhynchus spp.) are at the center of social-ecological systems that have supported Indigenous peoples around the North Pacific Rim since time immemorial. Through generations of interdependence with salmon, Indigenous Peoples developed sophisticated systems of management involving cultural and spiritual beliefs, and stewardship practices. Colonization radically altered these social-ecological systems, disrupting Indigenous management, consolidating authority within colonial governments, and moving most harvest into mixed-stock fisheries. We review Indigenous management of salmon, including selective fishing technologies, harvest practices, and governance grounded in multigenerational place-based knowledge. These systems and practices showcase pathways for sustained productivity and resilience in contemporary salmon fisheries. Contrasting Indigenous systems with contemporary management, we document vulnerabilities of colonial governance and harvest management that have contributed to declining salmon fisheries in many locations. We suggest that revitalizing traditional systems of salmon management can improve prospects for sustainable fisheries and healthy fishing communities and identify opportunities for their resurgence.

Indigenous Systems of Management for Culturally and Ecologically Resilient Pacific Salmon ( Oncorhynchus spp.) Fisheries

Achieving sustainable development globally requires multilevel and interdisciplinary efforts and perspectives. Global goals shape priorities and actions at multiple scales, creating cascading impacts realized at the local level through the direction of financial resources and implementation of programs intended to achieve progress towards these metrics. We explore ways to localize global goals to best support human well-being and environmental health by systematically comparing the UN Sustainable Development Goals (SDGs) with regionally-derived well-being dimensions that encompass components of social–ecological resilience across the Pacific Islands. Our research shows that, in the context of the Pacific, there are overlaps but also significant gaps between regional conceptions of well-being and the globally-derived SDGs. Some dimensions, related to human health and access to infrastructure and finances, are well represented in the SDGs. Other dimensions of high importance when localizing perspectives of well-being, such as those regarding connections between and across people and place and Indigenous and local knowledge, are not. Furthermore, internationally generated indicators may result in trade-offs and measurement challenges in local contexts. Creating space for place-based values in global sustainability planning aligns with international calls for transformational changes needed to achieve global goals. We identify challenges in applying SDG indicators at the local level and provide lessons learned to foster equitable and holistic approaches and outcomes for sustainability.

Creating a space for place and multidimensional well-being: lessons learned from localizing the SDGs

The prevalence of widespread, human-caused ecological degradation suggests that fundamental change is needed in how societies interact with the environment. In this paper we argue that durable models of environmental relationships already exist in approaches of place-based peoples, whose values connect people to their environments, provide guidance on appropriate behaviors, and structure sustained people-place relationships. To illustrate, we identify and discuss concordant values of indigenous peoples at opposite ends of the Pacific Ocean: the Māori of Aotearoa (New Zealand), and First Nations of the West Coast of Canada. We find that values of relatedness to, respect of, and reciprocity with other species and places correspond with sustained long-term relationships between people and places, and illustrate with examples from both regions. We propose that by integrating a values-led foundation into management broadly, values-led management could enable similar sustained relationships in places where they have been recently disrupted or where they are altogether lacking. We characterize values-led management as being founded on values that underpin stewardship-like relationships between people and place and that in turn guide related objectives, policies, and practices. We examine two contemporary values-led management plans that follow this structure, and provide additional examples of emergent values-led approaches elsewhere. From these we compile a set of questions that might guide the conception of place-based values-led management in decolonizing contexts, in contexts where people have a desire for place-based approaches but have not yet distilled foundational values for guidance, or in contexts where people have a united set of values but have not yet translated them into specific management approaches. We conclude by discussing both the challenges and learning opportunities that the resumption, or commencement, of values-led management might entail.
