Public understandings and perceptions of, as well as engagement with, climate change have garnered the interest of research and policy for almost three decades. A portion of this growing body of literature examines such perceptions in-depth, using largely qualitative methodologies, such as personal interviews, limited sample size surveys, focus groups, and case studies. This area of research has been conducted on different continents, with individuals of different cultural backgrounds and ethnic groups, and a variety of demographic characteristics. It has examined various aspects of the communication process, such as audience differences, influence of framing, messages and messengers, information processing, etc.). This paper focuses on this subset of the climate change literature, highlighting similarities and differences across cultural, social, and geographical landscapes. Apart from demographic and regional differences, this literature also offers more detailed insights into the effectiveness of different communication strategies and into the cognitive and psychological processes that underlie public opinions. These insights are generally not obtained through large-scale opinion surveys. Our review highlights great variation and sometimes direct contradiction between these pieces of research. This not only points to a need for further refinement in our knowledge of public understanding and engagement, but also simply to accept that no one theory will explain the variation in human experience of climate change and action in response to it. Individual understandings, perceptions, and engagement with climate change: insights from in-depth studies across the world

Sea ice in the Arctic is one of the most rapidly changing components of the global climate system. Over the past few decades, summer areal extent has declined over 30, and all months show statistically significant declining trends. New satellite missions and techniques have greatly expanded information on sea ice thickness, but many uncertainties remain in the satellite data and long-term records are sparse. However, thickness observations and other satellite-derived data indicate a 40 decline in thickness, due in large part to the loss of thicker, older ice cover. The changes in sea ice are happening faster than models have projected. With continued increasing temperatures, summer ice-free conditions are likely sometime in the coming decades, though there are substantial uncertainties in the exact timing and high interannual variability will remain as sea ice decreases. The changes in Arctic sea ice are already having an impact on flora and fauna in the Arctic. Some species will face increasing challenges in the future, while new habitat will open up for other species. The changes are also affecting peoples living and working in the Arctic. Native communities are facing challenges to their traditional ways of life, while new opportunities open for shipping, fishing, and natural resource extraction.

Arctic sea ice in transformation: A review of recent observed changes and impacts on biology and human activity

This UNESCO report looks into the damaging effects of climate change on Indigenous cultures. When considering climate change, indigenous peoples and marginalized populations warrant particular attention. Impacts on their territories and communities are anticipated to be both early and severe due to their location in vulnerable environments, including small islands, high-altitude zones, desert margins and the circumpolar Arctic. Indeed, climate change poses a direct threat to many indigenous societies due to their continuing reliance upon resource-based livelihoods. Heightened exposure to negative impacts, however, is not the only reason for specific attention and concern. As many indigenous societies are socially and culturally distinct from mainstream society, decisions, policies and actions undertaken by the majority, even if well-intended, may prove inadequate, ill-adapted, and even inappropriate. There is therefore a need to understand the specific vulnerabilities, concerns, adaptation capacities and longer-term aspirations of indigenous peoples and marginalized communities throughout the world. Indigenous and traditional knowledge contribute to this broader understanding.

Weathering uncertainty traditional knowledge for climate change assessment and adaptation

Over the past decade research examining the human dimensions of climatic change in the Arctic has expanded significantly and has become the dominant framework through which the relations between northern peoples and climatic change are understood by scholars, policy makers, political leaders, and the media. This paper critically examines the assumptions, exclusions, and orientations that characterize this broad literature, and suggests revising and expanding the terms upon which it is carried out. It focuses in particular on the exclusion of colonialism from the study of human vulnerability and adaptation to climatic change, the framing of Indigenous peoples and communities in terms of the local and the traditional, and the ways in which efforts to improve the lives of northern Indigenous peoples risk perpetuating colonial relations. The paper argues that these exclusions and orientations lead scholars to systematically overlook the immense importance of resource extraction and shipping as human dimensions of climatic change in the Canadian Arctic, and it examines the implications of such oversights.

Chapter 2 - Integrated risk and uncertainty assessment of climate change response policies

Connecting indigenous and scientific observations and knowledge has received much attention in the Arctic, not least in the area of climate change. On some levels, this connection can be established relatively easily, linking observations of similar phenomena or of various effects stemming from the same cause. Closer examinations of specific environmental parameters, however, can lead to far more complex and difficult attempts to make those connections. In this paper we examine observations of wind at Clyde River, Nunavut, Canada. For Inuit, many activities are governed by environmental conditions. Wind, in particular, is identified by Inuit as one of the most important environmental variables, playing a key role in driving sea ice, ocean, and weather conditions that can either enable or constrain hunting, travel, or other important activities. Inuit observe wind patterns closely, and through many means, as a result of their close connection to the land and sea. Inuit in many parts of Nunavut are reporting changes in wind patterns in recent years. At Clyde River, a community on the eastern coast of Baffin Island, Inuit have observed that at least three key aspects of wind have changed over the last few decades: wind variability, wind speed, and wind direction. At the same time, wind observations are also available from an operational weather station located at Clyde River. An analysis of this information shows little change in wind parameters since the mid-1970s. Though the station data and Inuit observations correspond in some instances, overall, there is limited agreement. Although the differences in the two perspectives may point to possible biases that may exist from both sources—the weather station data may not be representative of the region, Inuit observations or explanations may be inaccurate, or the instrumental and Inuit observations may not be of the same phenomena—they also raise interesting questions about methods for observing wind and the nature of Arctic winds.
