This is an important book for psychiatrists and behavioral scientists, since it presents a clear, concise study of the application of cybernetics, information and computer theory to the problem of analyzing behavior. The authors have been actively engaged in behavioral research in different areas\p=m-\Millerin information and communication, Galanter in experimental psychology, and Pribram in neurophysiology. The book resulted from a series of discussions which they engaged in during a year they spent together at the Center for Advanced Study in the Behavioral Sciences, Palo Alto, Calif. Their original intent was to write a diary, as it were, of the development of their ideas and, fortunately, enough of this remains to make the book clear, easy to read, and interesting. It is also fortunate, however, that in the final writing a variety of studies comparing the "behavior" of computing machines with human "cognitive behavior" have been reviewed and summarized. The result is one of the best presentations of the present status of the brain-computer problem. The authors, however, do not discuss certain aspects of this problem, such as the difference between the brain and its vast number of parallel channels, but few operations, and the modern high-speed computer with its few channels and vast numbers of operations. This omission is consistent with their interest, since it would introduce the question of mechanisms rather than the problem of the structure of behavior as it is observed in everyday life in the clinic and in experiments on learning, conditioning, etc. Similarly, they do not discuss the qualitative differences between mechanisms of memory in the computer and those in the brain. In the former, a "memory"\p=m-\ i.e., stored information\p=m-\isidentified, metaphorically speaking, by an address, whereas no such mechanism is known in the brain (personal communication, Dr. Julian Bigelow). With few exceptions, however, the data, concepts, and theories presented are handled with elegant precision, as illustrated by the discussion of Sherrington's concepts of the "Reflex" and the "Synapse," Kurt Lewin's ideas of "tension states," and the numerous references to the work of Newell, Shaw, and Simon on computers and logic. Risk assessment and risk management: Review of recent advances on their foundation

The purpose and functions of the Highway Research Board's Committee on Conduct of Research are set forth, and papers sponsored by the Committee and presented at the Annual Meetings of the Highway Research Board are mentioned. The Committee, which seeks to improve the quality and effectiveness of research, serves as a forum for the exhange of ideas and the delineation of the problems associated with the various methods of organizing and administering research programs, the consideration of project design and instrumentation, and the application of research findings in the transportation field. The Committee has sponsored Annual Meeting sessions (in 1969, 1973, and 1974) on various aspects (selection, design, and supervision of projects as well as the implementation of results and evaluation of the benefits) of research management. Papers presented at the 1969 sessions were published in Highway Research Record 338. Eight papers presented at the 1973 sessions are included in this publication.

Management of research. introduction

We present a visualization system for incident commanders in urban search & rescue scenarios that supports the inspection and access path planning in post-disaster structures. Utilizing point cloud data acquired from unmanned robots, the system allows for assessment of automatically generated paths, whose computation is based on varying risk factors, in an interactive 3D environment increasing immersion. The incident commander interactively annotates and reevaluates the acquired point cloud based on live feedback. We describe design considerations, technical realization, and discuss the results of an expert evaluation that we conducted to assess our system.

An interactive visualization system for urban search & rescue mission planning

Motivation -- In many accident investigations, the investigating agency does not directly effect changes in the system investigated, and does not dictate the changes to make. Instead, the recipients of recommendations implements changes as they see fit. In such systems, acceptance of the recommendations by the target organization is vital. In this paper we describe how investigators in the Swedish Accident Investigation Board characterize effective and acceptable recommendations.Research approach -- Interviews were conducted with seven accident investigators at the Swedish Accident Investigation Board.Findings/Design -- Three of the investigators adapt their recommendations to the safety maturity, as they view it, of the recipient organization. Five of them emphasized the need for communication with the recipient organization, during the course of the investigation, or at the end, to facilitate understanding. All of them considered the cost / benefit of their recommendations.Originality/Value -- This research fills an important gap regarding our knowledge about the step from analysis to recommendations in accident investigations.Take away message -- Safety maturity, communication with recipient organizations, and cost / benefit are important values to consider when issuing recommendations in loosely coupled accident investigation systems.

Effective recommendations in loosely coupled accident investigations

Abstract Lack of support for handling a reduction of autonomy in a highly autonomous automation may lead to a stressful situation for a human when forced to take over. We present a design approach, the Reduced Autonomy Workspace, to address this. The starting point is that the human and the automation work together in parallel control processes, but at different levels of autonomy cognitive control, such as setting goals or implementing plans, which is different from levels of automation. When autonomy is reduced, the automation should consult the human by providing information that has been aligned to the level at which the human is working, and the timing of the provision should be adapted to suit the human’s work situation. This is made possible by allowing the automation to monitor the human in a separate process. The combination of these processes, information level alignment and timing of the presentation, are the key characteristics of the Reduced Autonomy Workspace. The Reduced Autonomy Workspace consists of four phases: Identification of the need; evaluation of whether, and, if so, when, and how to present information; perception and response by the human; implementation of a solution by the automation. The timing of the information presentation should be adapted in real-time to provide flexibility, while the level of the information provided should be tuned offline and kept constant to provide predictability. Use of the Reduced Autonomy Workspace can reduce the risk for surprising, stressful hand-over situations, and the need to monitor the automation to avoid them.

Resilience Engineering is a new approach to safety and risk management. Whereas conventional approaches to system safety are dominated by hindsight and emphasize error tabulation and probabilistic risk analysis, Resilience Engineering emphasizes an organisations ability to adjust its functioning, prior to or following changes and disturbances, so that it can sustain operations even after a major mishap or in the presence of continuous stress.A common description of a resilient system is a system that has:the ability to respond, quickly and efficiently, to regular disturbances and threats,the ability to monitor continuously for irregular disturbances and threats, and to revise the basis for monitoring when needed, andthe ability to anticipate future changes in the environment that may affect the system’s ability to function, and the willingness to prepare against these changes even if the outcome is uncertain.Resilience engineering provides the methods by which a system’s resilience can be gauged or measured, and the means by which a system’s resilience can be improved. Resilience has for many decades proven to be a useful construct in analyzing the persistence, stability and flexibility of ecological systems.The Resilience Engineering workshop is organised by the Cognitive Systems Engineering Laboratory at the Department of Computer and Information Science, Linkoping University. Most Swedish newspapers have experienced receding advertising revenues during the last years and are now searching for new ways to profit from their online editions. We have conducted three future workshops with both management and end users to envision possible new services that could be profitable for the local newspapers. Furthermore we have conducted an online survey with users selected from a previous study. The objective of this paper is to describe these services and to give a user response to them. We have identified three kinds of services: advertisement services, intermediary services and news services. The results show that the end users preferred the intermediary services and that there is an interest for advertisements in a new setting.
