Climate change has led to concerns about increasing river floods resulting from the greater water-holding capacity of a warmer atmosphere1. These concerns are reinforced by evidence of increasing economic losses associated with flooding in many parts of the world, including Europe2. Any changes in river floods would have lasting implications for the design of flood protection measures and flood risk zoning. However, existing studies have been unable to identify a consistent continental-scale climatic-change signal in flood discharge observations in Europe3, because of the limited spatial coverage and number of hydrometric stations. Here we demonstrate clear regional patterns of both increases and decreases in observed river flood discharges in the past five decades in Europe, which are manifestations of a changing climate. Our results—arising from the most complete database of European flooding so far—suggest that: increasing autumn and winter rainfall has resulted in increasing floods in northwestern Europe; decreasing precipitation and increasing evaporation have led to decreasing floods in medium and large catchments in southern Europe; and decreasing snow cover and snowmelt, resulting from warmer temperatures, have led to decreasing floods in eastern Europe. Regional flood discharge trends in Europe range from an increase of about 11 per cent per decade to a decrease of 23 per cent. Notwithstanding the spatial and temporal heterogeneity of the observational record, the flood changes identified here are broadly consistent with climate model projections for the next century4,5, suggesting that climate-driven changes are already happening and supporting calls for the consideration of climate change in flood risk management. Analysis of a comprehensive European flood dataset reveals regional changes in river flood discharges in the past five decades that are consistent with models suggesting that climate-driven changes are already happening.

Climate Extremes and Compound Hazards in a Warming World

Inferring the mechanisms causing river flooding is key to understanding past, present, and future flood risk. However, a quantitative spatially distributed overview of the mechanisms that drive flooding across Europe is currently unavailable. In addition, studies that classify catchments according to their flood‐driving mechanisms often identify a single mechanism per location, although multiple mechanisms typically contribute to flood risk. We introduce a new method that uses seasonality statistics to estimate the relative importance of extreme precipitation, soil moisture excess, and snowmelt as flood drivers. Applying this method to a European data set of maximum annual flow dates in several thousand catchments reveals that from 1960 to 2010 relatively few annual floods were caused by annual rainfall peaks. Instead, most European floods were caused by snowmelt and by the concurrence of heavy precipitation with high antecedent soil moisture. For most catchments, the relative importance of these mechanisms has not substantially changed during the past five decades. Exposing the regional mechanisms underlying Europe's most costly natural hazard is a key first step in identifying the processes that require most attention in future flood research.

The Relative Importance of Different Flood-Generating Mechanisms Across Europe

This study investigates global changes in indicators of mean and extreme streamflow. The assessment is based on the Global Streamflow Indices and Metadata archive and focuses on time series of the annual minimum, the 10th, 50th, and 90th percentiles, the annual mean, and the annual maximum of daily streamflow. Trends are estimated using the Sen‐Theil slope, and the significance of mean regional trends is established through bootstrapping. Changes in the indices are often regionally consistent, showing that the entire flow distribution is moving either upward or downward. In addition, the analysis confirms the complex nature of hydrological change where drying in some regions (e.g., in the Mediterranean) is contrasted by wetting in other regions (e.g., North Asia). Observed changes are discussed in the context of previous results and with respect to model estimates of the impacts of anthropogenic climate change and human water management. Plain Language Summary Studies of trends in streamflow data from across the globe are essential for understanding patterns and changes in water availability (e.g., regions of deficit and abundance) and evaluating the fidelity of global water availability models. This study evaluates historical trends in streamflow data, using a new data set of observations from over 30,000 sites around the world. The study is comprehensive, looking at changes in low flows (defined as the lowest day of flow in each year), average flows, and high flows (the highest day of flow in each year). An interesting outcome is that where trends are present in a region, the direction of the trend is often consistent across all indices for that region (consistently drier or wetter), as distinct from the possibility of stronger extremes (wetter maximums and drier minimums).

Observed Trends in Global Indicators of Mean and Extreme Streamflow

. Hydroclimatic extremes such as intense rainfall, floods, droughts, heatwaves, and wind or storms have devastating effects each year. One of the key challenges for society is understanding how these extremes are evolving and likely to unfold beyond their historical distributions under the influence of multiple drivers such as changes in climate, land cover, and other human factors. Methods for analysing hydroclimatic extremes have advanced considerably in recent decades. Here we provide a review of the drivers, metrics, and methods for the detection, attribution, management, and projection of nonstationary hydroclimatic extremes. We discuss issues and uncertainty associated with these approaches (e.g. arising from insufficient record length, spurious nonstationarities, or incomplete representation of nonstationary sources in modelling frameworks), examine empirical and simulation-based frameworks for analysis of nonstationary extremes, and identify gaps for future research.

Nonstationary weather and water extremes: a review of methods for their detection, attribution, and management

Analyses of trends in observed floods often focus on relatively frequent events, whereas changes in rare floods are only studied for a small number of locations that have exceptionally long observational records. Understanding changes in rare floods is especially relevant as these events are often most damaging and influence the design of major structures. Here, we provide an assessment of changes in the largest flood events (similar to 0.033 annual exceedance probability) observed during the period 1980-2009 for 1744 catchments located in Australia, Brazil, Europe and the United States. The occurrence of rare floods in spatial aggregate shows strong temporal variability and peaked around 1995. During the 30 year period, there are overall increases in both the frequency and magnitude of extreme floods. These increases are strongest in Europe and the United States, and weakest in Brazil and Australia. Physical causes of the reported short-term variability and longer-term changes in extreme floods currently remain elusive, because the key drivers vary between catchments. Nonetheless, this approach provides the basis for a more spatially representative assessment of changes in extreme flood occurrence.
