Defining entrepreneurship as the creation of new organisations,this paper explores,from a literature review standpoint,the moderating effect of clusters on the impact of entrepreneurship on development. To identify potential causes of this moderating effect, the paper focuses on three different impacts: entrepreneurship on development, clusters on development,and clusters on entrepreneurship. The findings of the paper are threefold.First,entrepreneurship is positively associated with economic growth.Given the importance of entrepreneurship in changing the economic and social structure of the economy,more research on the impact of entrepreneurship on development - i.e. focus on capabilities rather than on output - is needed. Second,it is difficult to reach empirical generalisations on the impact of clusters on development and entrepreneurship given conceptual and methodological constraints. Both positive results and caveats are found at different levels of analysis and at different stages of development of a cluster. Finally, given the previous finding, it is difficult to generalise on the impact of clusters on the association between entrepreneurship and development. Consensus on and validity between conceptual and operational definitions of clusters; consideration of context as well as process and, therefore, quantitative and qualitative methods; and differentiation between levels of analysis controlling for cluster stage and strength are the main criteria for future studies to consider to disentangle the impact of clusters on entrepreneurship, development and the association between entrepreneurship and development.

Entrepreneurship and Development: The Role of Clusters

Catcalls, wolf whistles, verbal slurs, pinches, stalking - virtually every woman has experienced some form of unwanted public attention by men. Off the street, in semi-public places such as restaurants and department stores, women often suffer the insult of being passed over by employees eager to serve men. How pervasive is this behavior? How dangerous can it be? And what, if anything, should be done about it? "Passing By", an illuminating, unsettling work, explores the important yet little-examined issue of gender-related public harassment. Based on extensive research - including in-depth interviews with nearly five-hundred midwestern women and men - it documents the many types of indignity visited on women in public places. As Carol Brooks Gardner demonstrates, these indignities cross all lines of age, class, and ethnicity and follow a typical pattern whereby a man or men take advantage of a woman's momentary or permanent vulnerability. Beyond describing the scope and variety of harassing behaviors, the book investigates the different ways women and men respond to and interpret them. Gardner concludes, provocatively, that gender-based public harassment exerts a powerful control over women's feelings of comfort in the towns and communities where they live and work. Further, she defines it as a new category of social problem that shares much in common with sexual harassment and, in its more menacing form, requires legal remedy.

In The Oxford Book of American Short Stories, Joyce Carol Oates offers a sweeping survey of American short fiction, in a collection of nearly sixty tales that combines classic works with many "different, unexpected" gems, and that invites readers to explore a wealth of important pieces by women and minority writers. Some selections simply can't be improved on, Oates admits, and she happily includes such time-honored works as Irving's "Rip Van Winkle" and Poe's "The Tell-Tale Heart." But alongside these often-anthologized tales, Oates introduces such little-known stories as Mark Twain's "Cannibalism in the Cars," a work that reveals a darker side to his humor.
