Paternalistic Leadership: A Review and Agenda for Future Research

Based on ethnographic fieldwork in a shantytown in the outskirts of Buenos Aires, this article studies the workings of Peronist "political clientelism" among the urban poor. It analyzes the web of relations that some slum-dwellers establish with local political brokers to obtain medicine, food, and solutions to other everyday concerns. The article also explores the main functions of the "problem-solving networks," which are resource control and information hoard- ing, and pays particular attention to an underexplored dimension of the opera- tion of clientelism: clients' own views on the network.

THE LOGIC OF CLIENTELISM IN ARGENTINA: An Ethnographic Account*

Although businesses increasingly operate across cultures, there is a paucity of research that examines the influence of national culture on leadership practices. This study uses a structural equation modeling approach to investigate relationships among leader–member exchange (LMX), delegation, paternalism, and job satisfaction in Turkish business organizations. Results from a survey study of N=185 full-time employees from Turkish companies support the relationship of LMX to delegation and job satisfaction. However, the effect of LMX on job satisfaction is mediated by paternalism, an emic cultural dimension. Results suggest that delegation might not be an effective management tool in the Middle Eastern context.

L'A. porte son attention sur le clientelisme politique, phenomene marquant au sein de la vie politique en Amerique latine. Il se demande plus particulierement comment les beneficiaires des faveurs des hommes politiques percoivent le clientelisme politique, s'ils le jugent utile, s'ils le considerent comme une forme d'aide. L'A. etudient les pratiques du Parti peroniste en Argentine en ce domaine. Il analyse la relation entre le beneficiaire et le «fournisseur» de faveurs. Il montre que la relation clienteliste suppose une reciprocite. Un service est accorde en echange de la promesse d'assister a une reunion politique. L'A. decrit la mise en place des politiques de goudronnage des rues des quartiers pauvres de Buenos Aires. “From the client's point(s) of view”: How poor people perceive and evaluate political clientelism

The intention of this article is to call anthropologists' attention to some of the theoretical and applied implications of paternalism and to report findings from field research on this question. Having defined paternalism as interference with another's autonomy justified in terms of the wish to benefit him, the article focusses on state (or bureaucratic) paternalism. Its principal concern is the effect of paternalism on corporate groups and categories, suggesting that within certain bounds initiative and responsibility are decisive for corporate organization. The article reviews extensive work on paternalism in anthropology and related disciplines. In sharpening our understanding of paternalism it contrasts it with patronage (in which each party has leverage over the other) and potlatch (in which, rather than enervating the recipients' social organization, the imposition of gifts frequently elicits corporate response through competition). This study investigates a role-specific vertical solidarity in South India, where urban Christian households employ rural Christians as domestics. The mistress-servant bond is characterized by the paradoxical features of subordination and devotion, unconditionality and instrumentality, sentiment and social distance. Their bond may appear to be dyadic, but in fact it implies a network of reciprocities among multiple social actors: the families of the employer and employee, the intermediaries between them, religious functionaries, and the audience of fellow regligionists. The domestic clientage is rooted in an economic precondition, but it is legitimated and structured within the prevalent caste idiom and functions within a specific institutional framework that determines the options for the participants and the modes of control they exercise.
