Abstract. The July 2021 flood in central Europe was one of the five costliest disasters in Europe in the last half century, with an estimated total damage of EUR 32 billion. The aim of this study is to analyze and assess the flood within an interdisciplinary approach along its entire process chain: the synoptic setting of the atmospheric pressure fields, the processes causing the high rainfall totals, the extraordinary streamflows and water levels in the affected catchments, the hydro-morphological effects, and the impacts on infrastructure and society. In addition, we address the question of what measures are possible to generate added value to early response management in the immediate aftermath of a disaster. The superposition of several factors resulted in widespread extreme precipitation totals and water levels well beyond a 100-year event: slow propagation of the low pressure system Bernd, convection embedded in a mesoscale precipitation field, unusually moist air masses associated with a significant positive anomaly in sea surface temperature over the Baltic Sea, wet soils, and steep terrain in the affected catchments.
Various hydro-morphodynamic processes as well as changes in valley morphology observed during the event exacerbated the impact of the flood. Relevant effects included, among many others, the occurrence of extreme landscape erosion, rapidly evolving erosion and scour processes in the channel network and urban space, recruitment of debris from the natural and urban landscape, and deposition and clogging of bottlenecks in the channel network with eventual collapse. The estimation of inundation areas as well as the derived damage assessments were carried out during or directly after the flood and show the potential of near-real-time forensic disaster analyses for crisis management, emergency personnel on-site, and the provision of relief supplies. This study is part one of a two-paper series. The second part (Ludwig et al., 2022) puts the July 2021 flood into a historical context and into the context of climate change.


A multi-disciplinary analysis of the exceptional flood event of July 2021 in central Europe – Part 1: Event description and analysis

Weather extremes are often associated with atmospheric blocking, but how the underlying physical processes leading to blocking respond to climate change is not yet fully understood. Here we track blocks as upper-level negative potential vorticity (PV) anomalies and apply a Lagrangian analysis to 100 years of present-day (∼2000) and future (∼2100, under the RCP8.5 scenario) climate simulations restarted from the Community Earth System Model–Large Ensemble Project runs (CESM-LENS) to identify different physical processes and quantify how their relative importance changes in a warmer and more humid climate. The trajectories reveal two contrasting airstreams that both contribute to the formation and maintenance of blocking: latent heating in strongly ascending airstreams (moist processes) and quasi-adiabatic flow near the tropopause with weak radiative cooling (dry processes). Both are reproduced remarkably well when compared against ERA-Interim reanalysis, and their relative importance varies regionally and seasonally. The response of blocks to climate change is complex and differs regionally, with a general increase in the importance of moist processes due to stronger latent heating (+1 K in the median over the Northern Hemisphere) and a larger fraction (+15%) of strongly heated warm conveyor belt air masses, most pronounced over the storm tracks. Future blocks become larger (+7%) and their negative PV anomaly slightly intensifies (+0.8%). Using a Theil–Sen regression model, we propose that the increase in size and intensity is related to the increase in latent heating, resulting in stronger cross-isentropic transport of air with low PV into the blocking anticyclones. Our findings provide evidence that moist processes become more important for the large-scale atmospheric circulation in the midlatitudes, with the potential for larger and more intense blocks.

Response of moist and dry processes in atmospheric blocking to climate change

Abstract. The combined effect of hot and dry extremes can have disastrous consequences
for society, the economy, and the environment. While a significant number of
studies have been conducted regarding the variability of the individual hot
or dry extremes in Romania, the evaluation of the combined effect of these
extremes (e.g., compound effect) is still lacking for this region. Thus, in
this study, we have assessed the spatiotemporal variability and trends of
hot and dry summers in Romania, between 1950 and 2020, and we have analyzed
the relationship between the frequency of hot summers and the prevailing
large-scale atmospheric circulation. The length, spatial extent, and
frequency of heat waves (HWs) in Romania present decadal variations, with the
rate of increase being accelerated after the 1990s. The smallest number of
HWs was observed between 1970 and 1985, while the highest number of HWs has
been recorded over the last 2 decades (i.e., 2001–2020). The hottest
years, in terms of heat wave duration and frequency, were 2007, 2012, 2015,
and 2019. One of the key drivers of hot summers, over our analyzed region,
is the prevailing large-scale circulation, featuring an anticyclonic
circulation over the central and eastern parts of Europe and enhanced
atmospheric blocking activity associated with positive temperature anomalies
underneath. The results from this study can help improve our understanding
of the spatiotemporal variability of hot and dry summers over Romania, as
well as their driving mechanisms, which might lead to a better predictability
of these extreme events in the region.

Compound droughts and hot extremes: Characteristics, drivers, changes, and impacts

Abstract Extra-tropical continental summer heatwaves often occur under persistent anticyclones or blocking. Here we partition heatwave changes into contributions from blocking changes, heatwave–blocking relation change and mean temperature increase, under global warming in climate models. We employ an optimized blocking index that best correlates with heatwaves (Pearson correlation of 0.7) and find heatwave-driving blocking decreases but the change in heatwave–blocking relation likely dominates. Over Europe, with a historical heatwave frequency of 2.5%, less blocking will cause 0.6% fewer heatwaves, steepened heatwave–blocking relation will cause 1.4% more heatwaves, and the mean temperature increase will cause 60% more heatwaves. Over Greenland, flattened heatwave–blocking relation will dominate over the insignificant decrease in blocking. The future increase in heatwave frequency is not caused by changes in blocking frequency, but by factors such as thermodynamics, that enhance the capacity of blocking to drive heatwaves.

Abstract. The physical understanding and timely prediction of extreme weather events are of enormous importance to society due to their associated impacts. In this article, we highlight several types of weather extremes occurring in Europe in connection with a particular atmospheric flow pattern, known as atmospheric blocking. This flow pattern effectively blocks the prevailing westerly large-scale atmospheric flow, resulting in changing flow anomalies in the vicinity of the blocking system and persistent conditions in the immediate region of its occurrence. Blocking systems are long-lasting, quasi-stationary and self-sustaining systems that occur frequently over certain regions. Their presence and characteristics have an impact on the predictability of weather extremes and can thus be used as potential indicators. The phasing between the surface and the upper-level blocking anomalies is of major importance for the development of the extreme event. In summer, heat waves and droughts form below the blocking anticyclone primarily via large-scale subsidence that leads to cloud-free skies and, thus, persistent shortwave radiative warming of the ground. In winter, cold waves that occur during atmospheric blocking are normally observed downstream or south of these systems. Here, meridional advection of cold air masses from higher latitudes plays a decisive role. Depending on their location, blocking systems also may lead to a shift in the storm track, which influences the occurrence of wind and precipitation anomalies. Due to these multifaceted linkages, compound events are often observed in conjunction with blocking conditions. In addition to the aforementioned relations, the predictability of extreme events associated with blocking and links to climate change are assessed. Finally, current knowledge gaps and pertinent research perspectives for the future are discussed.
