The normal and the pathological

This article introduces the special issue on statactivism, a particular form of action within the repertoire used by contemporary social movements: the mobilization of statistics. Traditionally, statistics has been used by the worker movement within the class conflicts. But in the current configuration of state restructuring, new accumulation regimes, and changes in work organization in capitalists societies, the activist use of statistics is moving. This first article seeks to show the use of statistics and quantification in contentious performances connected with state restructuring, main transformations of the varieties of capitalisms, and changes in work organization regimes. The double role of statistics in representing as well as criticizing reality is considered. After showing how important statistical tools are in producing a shared reading of reality, we will discuss the two main dimensions of statactivism – disclosure and affirmation. In other words, we will see the role of stat-activists in denouncing a certain state of reality, and then the efforts to use statistics in creating equivalency among disparate conditions and in cementing emerging social categories. Finally, we present the main contributions of the various research papers in this special issue regarding the use of statistics as a form of action within a larger repertoire of contentious action. Six empirical papers focus on statactivism against the penal machinery in the early 1970s (Gregory Salle), on the mobilisation on the price index in Guadalupe in 2009 (Boris Samuel), and in Argentina in 2007 (Celia Lury and Ana Gross), on the mobilisations of experts to consolidate a link between working conditions and health issues (Marion Gilles), on the production of activity data for disability policy in France (Pierre-Yves Baudot), and on the use of statistics in social mobilizations for gender equality (Eugenia De Rosa). Alain Desrosieres wrote the last paper, coping with mobilizations proposing innovations in the way of measuring inflation, unemployment, poverty, GDP, and climate change. This special issue is dedicated to him, in order to honor his everlasting intellectual legacy.

Statactivism: Forms of Action between Disclosure and Affirmation

L’expérience de l’injustice.

A partir d’entrevues avec des protagonistes du mouvement etudiant, ce texte cherche a identifier les conditions qui ont permis l’emergence d’un mouvement etudiant et populaire d’une ampleur sans precedent lors du printemps 2012. L’emergence d’un pole etudiant organise autour du syndicalisme de combat et de la democratie directe est identifie comme l’un des facteurs importants de consolidation et de persistance du mouvement. Dans un deuxieme temps, les revendications en faveur du changement social portees par ce mouvement sont resituees dans le contexte de l’impasse ou du « blocage institutionnel » qui caracterise la societe quebecoise sous l’empire du neoliberalisme, et qui a pour effet de neutraliser les tentatives d’objectiver de nouvelles formes institutionnelles traversees par des finalites de justice sociale.

Este artigo apresenta o estatativismo. Trata-se tanto de um conceito que descreve um conjunto de praticas estatisticas voltadas para a emancipacao, como de uma palavra de ordem que convoca atores sociais a utilizarem-se do poder da quantificacao em suas lutas, ao inves de rejeita-lo e entrega-lo as instituicoes poderosas. Quatro formas de estatativismo sao apresentadas: mostrar as contradicoes internas das instituicoes, flexibilizar as regras, identificar grupos sociais em luta e propor indicadores alternativos. *** Abstract This paper presents Statactivism. It is both a concept describing a set of statistical practices aiming at more emancipation and a slogan inviting social actors to use the force of quantification in their fights. Four types of statactivism are presented: exhibiting internal contradictions of powerful institutions, taking liberties with the rules of codification, identifying activist groups and proposing alternative indicators. *** Resume Cet article presente le statactivisme. Il s’agit a la fois d’un concept decrivant un ensemble de pratiques statistiques qui visent a l’emancipation et d’un mot d’ordre enjoignant les acteurs sociaux a s’emparer de la force de la quantification dans leurs luttes sociales plutot que de la refuser en la laissant aux institutions puissantes. Quatre types de statactivisme sont presentes : montrer les contradiction internes des institutions, prendre des libertes avec les regles, identifier des groupes sociaux en lutte, et proposer des indicateurs alternatifs.

Axel Honneth deploys the categories of normal and pathological to explain contemporary society in organic terms. This article concerns itself with how these medical references function in Honneth's work to explain the social world, and what their political implications are. For Honneth, social normality is a normative resource, even if it is only accessible through the study of pathology. Socially accepted norms are taken to reflect legitimate principles, with the early Honneth taking pathology as an individual psychic suffering that results from injustice, and the later Honneth taking pathology as an overextension of the logic of one social sphere (e.g. law) into the terrain of another (e.g. ethics). The implications of Honneth's organic account of society are explored through the lens of a competing “French” account of the norm offered by Canguilhem and Foucault.
