State-directed development : political power and industrialization in the global periphery

Subnational units of analysis play an increasingly important role in comparative politics. Although many recent studies of topics such as ethnic conflict, economic policy reform, and democratization rely on comparisons across subnational political units, insufficient attention has been devoted to the methodological issues that arise in the comparative analysis of these units. To help fill this gap, this article explores how subnational comparisons can expand and strengthen the methodological repertoire available to social science researchers. First, because a focus on subnational units is an important tool for increasing the number of observations and for making controlled comparisons, it helps mitigate some of the characteristic limitations of a small-N research design. Second, a focus on subnational units strengthens the capacity of comparativists to accurately code cases and thus make valid causal inferences. Finally, subnational comparisons better equip researchers to handle the spatially uneven nature of major processes of political and economic transformation.

Author(s): Fox, Jonathan A | Abstract: Electoral competition is necessary but not sufficient for the consolidation of democratic regimes; not all elections are free and fair; nor do they necessarily lead to actual civilian rule or respect for human rights. If there is more to democracy than elections, then there is more to democratization than the transition to elections. But in spite of the rich literature on the emergence of electoral competition, the dynamics of political transitions toward respect for other fundamental democratic rights is still not well understood.Political democracy is defined here in classic procedural terms: free and fair electoral contestation for governing offices based on universal suffrage, guaranteed freedoms of association and expression, accountability through the rule of law, and civilian control of the military. Although analyses of democratization typically acknowledge that these are all necessary criteria, most examine only electoral competition. This study, however, develops a framework for explaining progress toward another necessary condition for democratization respect for associational autonomy, which allows citizens to organize in defense of their own interests and identities without fear of external intervention or punishment.

Seeing the State: Governance and Governmentality in India

This analysis of the role of government in eradicating India's rural poverty raises a whole series of crucial contemporary issues relating to the state, its degree of autonomy in the developing world and the problems of effecting genuine redistributive reform. The particular importance of the book is that it focuses attention on the nature of ruling political parties as an important factor influencing the success or failure of redistributive and welfare politics in a democratic capitalist setting. Dr Kohli compares in detail three state-level Indian governments of the late seventies: Communist-ruled West Bengal, Karnataka under the Congress Party, and Uttar Pradesh under the Janata Party. Comparing these in terms of their success in redistributing agricultural land and creating employment for the rural poor, the author argues cogently that well-organised, left-of-centre parties in government - like that in West Bengal - are the most effective in implementing reform.
