A persistent pollution gas-treating apparatus comprises a body(110), a cleaning solution supply unit(120), a microporous fiber layer(190), an inorganic material layer(130), and a gas supply unit(140). The body includes an inner wall(112) and a circulation chamber(114) into which non-decomposable gases are supplied. The cleaning solution supply unit supplies a cleaning solution containing microorganisms into a circulation chamber of the body and circulates the cleaning solution in the circulation chamber to form a circulation vortex flow. The microporous fiber layer has micropores formed therein such that the non-decomposable gases supplied into the body pass through the micropores. The inorganic material layer is formed by filling the circulation chamber with inorganic materials generating anions for eliminating the non-decomposable gases by oxidation. The gas supply unit supplies the non-decomposable gases in the upward direction from a bottom part to a top part within the circulation chamber of the body. The gas supply unit allows the non-decomposable gases to collide with the circulation vortex flow-forming cleaning solution, microporous fiber layer, and inorganic material layer. The gas supply unit allows the non-decomposable gases to sequentially pass through the micropores of the microporous fiber layer and micropores of the inorganic material layer such that the non-decomposable gases are split into particles smaller than those of the non-decomposable gases when supplying the non-decomposable gases into the circulation chamber.
