The disclosed embodiments include system and method for routing communications over a communications network. In one embodiment, a determination is made as to whether to establish a communication along a communication path based on network performance information. The disclosed embodiments provide several alternatives for establishing the communication and improving communications along the communication path in response to a determination that at least one network node along the communication path is impaired or congested.

This article proposes a new method to facilitate seamless vertical handover between wide area cellular data networks such as UMTS and WLANs using the stream control transmission protocol (SCTP). The multihoming capability and dynamic address configuration extension of SCTP are applied in UMTS/WLAN overlay architecture to decrease handover delay and improve throughput performance. Unlike techniques based on mobile IP or session initiation protocol, the SCTP-based vertical handover scheme does not require the addition of components such as home/foreign agents or a SIP server to existing networks. Therefore, the proposed scheme provides a network-independent solution preferred by service providers. Performance evaluations are presented to demonstrate the effectiveness of the proposed scheme.

A system for adjusting the window size of a TCP packet on a packet network including a sending network element in communication with a receiving network element for transmitting and receiving data packets between the sending network element and the receiving network element on the packet network, wherein at least one of the sending network element and the receiving network element is configured to determine network performance information of the packet network; concatenate the network performance information into the data packets; and adjust the window size of the TCP packet based on the network performance information. This paper describes practical tests and evaluation of different ways in which the session initiation protocol (SIP) could be used to assist application adaptation for IP applications during a vertical handover (VH), that is one between base stations that are using different wireless link technologies. Such an approach has been implemented on a software testbed based at the Centre for Telecommunication Research (CTR), King's College London as part of a joint project with BTexact Technologies.
