Cislunar space is a readily accessible region that may well develop into a prime staging area in the effort to colonize space near Earth or to colonize the Moon. While there have been statements made by various NASA programs regarding placement of resources in orbit about the Earth-Moon Lagrangian locations, there is no survey of the total cost associated with attaining and maintaining these unique orbits in an operational fashion. Transfer trajectories between these orbits required for assembly, servicing, and positioning of these resources have not been extensively investigated. These orbits are dynamically similar to those used for the Sun-Earth missions, but differences in governing gravitational ratios and perturbation sources result in unique characteristics. We implement numerical computations using high fidelity models and linear and nonlinear targeting techniques to compute the various maneuver (Delta)V and temporal costs associated with orbits about each of the Earth-Moon Lagrangian locations (L1, L2, L3, L4, and L5). From a dynamical system standpoint, we speak to the nature of these orbits and their stability. We address the cost of transfers between each pair of Lagrangian locations.

Telescopes mounted with polarizers can study the neutral points of the Earths atmosphere, the solar corona, the surface of planets/moons of the Solar System, distant stars, galaxies and nebulae. These examples demonstrate well that polarimetry is a useful technique to gather astronomical information from spatially extended phenomena. There are two enigmatic celestial objects that can also effectively be studied with imaging polarimetry, namely the Kordylewski dust clouds (KDCs) positioned around the L4 and L5 triangular Lagrangian libration points of the Earth-Moon system. Although in 1961 the Polish astronomer, Kazimierz Kordylewski had observed two bright patches near the L5 point with photography, many astronomers assume that these dust clouds do not exist, because the gravitational perturbation of the Sun, solar wind and other planets may disrupt the stabilizing effect of the L4 and L5 Lagrange points of the Earth and Moon. Using ground-born imaging polarimetry, we present here new observational evidence for the existence of the KDC around the L5 point of the Earth-Moon system. Excluding artefacts induced by the telescope, cirrus clouds or condensation trails of airplanes, the only explanation remains the polarized scattering of sunlight on the particles collected around the L5 point. By our polarimetric detection of the KDC we think it is appropriate to reconsider the pioneering photometric observation of Kordylewski. Our polarimetric evidence is supported by the results of simulation of dust cloud formation in the L5 point of the Earth-Moon system presented in the first part of this paper.

The availability of reliable satellites and space probes makes it timely to review our state of knowledge in detail on all aspects of our solar system so that these new tools can be used to maxi-mum advantage in scientific exploration and technical use. Earth-Moon libration points have been of theoretical interest as a concrete example in the three body problem. In analogy with the Trojan Asteroids they may also be collection points for dust or particles or other “small” bodies which are shown to be of geophysical interest. Finally, they may find use in applications where relatively long time stationary behavior relative to the Earth and the Moon is desirable; for example: for long term Solar observation or as a communication link. The leading question of interest at the present is confirmation of reported ground observations on dust clouds in the vicinity of the stable points through satellite based observations.
