The article analyses the current state of agricultural land use in Ukraine, which is characterized by extremely high levels of ploughing of agricultural lands, violation of scientifically substantiated crop rotation, and hence significant anthropogenic pressure on the soil, which in turn increases the intensification of degradation.

The conceptual bases of formation of the system of rational agricultural land use in the conditions of transformation of land relations are substantiated. It is proved that such systems should be formed at the national, regional and local levels based on the principles of environmental friendliness, adaptability, biogenicity, variability, etc. using a landscape approach to the organization of agricultural enterprises. To ensure the conservation of soil resources and zero level of degradation processes, the main block of such systems, their basis should be soil protection and reclamation of the territory.

Only land management should be considered as the main mechanism for the formation of a system of rational agricultural land use, and therefore the process of its formation at the national level should be carried out through the development and implementation of the National Land Use and Protection Program; at the regional level - through the development and implementation of regional land use and protection programs; at the local level – through the development and implementation of relevant land management projects.

Conceptual principles of formation of the system of rational agricultural land use

The article analyses the regulatory and legal support for the organization of organic land use in Ukraine. It is established that the current regulations in the field of organic production are aimed mainly at regulating the technological processes of organic production, the procedure for its certification and the market of organic products. At the same time, the legislators did not pay attention to the issues related to the organization of the territory of agricultural enterprises for the production of organic products in order to meet the requirements of the relevant standards and rules of IFOAM. It is proved that for the organization of the territory of organic land use and land tenure it is necessary to develop and implement appropriate land management projects. In view of this, it is necessary to amend the Law of Ukraine "On Land Management", supplementing Article 25 with a new type of land management documentation: land management projects for the organization of organic land use (land tenure), and to enshrine the composition and content of such land management projects. The expansion of organic production in Ukraine is in line with global trends in the agricultural sector in the direction of greening of agricultural land use, accompanied by reducing the level of anthropogenic pressure on land resources, ensuring high quality crop products and maintaining a clean environment. The only means of creating spatial conditions for the harmonious functioning of organic land use within the territories of state research institutions and enterprises is the appropriate land management mechanism, which is currently lacking. Therefore, it is important to solve this problem by its creation and implementation in the practice of economic entities. The purpose of this study is to improve scientific and methodological approaches to the development of experimental land management projects for the organization of the territory for the production of organic products within the land use of state research institutions and enterprises. For this purpose the following tasks were solved: analysis of the current state of development of relevant land management projects and their legal support, determination of structural features and placement of relevant elements of the organization of the territory for organic crop production, substantiation of ecological and economic optimization of agricultural land structure and crop rotation.

Scientific and methodological approaches to the development of experimental land management projects for the organization of the territory of state scientific institutions and enterprises for the production of organic products

The key role of establishing and observing ecological and
technological restrictions in the use of arable land for ensuring rational agricultural
land use and preserving the land-resource potential of rural areas is proven.
Methodical approaches to determining ecological and technological limitations in
the use of agricultural land are analyzed. Fragments of the classifier of types of
functional purpose of territories and types of functional purpose of territories and
their correlation with types of purposeful purpose of land plots are given.
The main characteristics of each level of ecological and technological
restrictions related to soil cultivation and sowing of agricultural crops are
highlighted. The need to establish ecological and technological restrictions on the
use of land at the legislative level by introducing a corresponding addition to Article
111 of the Land Code of Ukraine and the possibility of their practical implementation
on the basis of the classifier of types of functional purpose of territories developed by
the authors was substantiated. It is emphasized the need to introduce changes and additions to Appendix 6 of
the current State Land Cadastre Management Procedure regarding the
implementation of ecological and technological restrictions in the use of land, which
should be based on a 4-level classification in which certain ecological and
technological restrictions are associated with the corresponding type of functional
purpose cultivated agricultural areas.
