Public policy analysis: some recent developments and current problems

EXAMINES THE INFLUENCE of Manfred Kochen, who was instrumental in the early planning of this issue off Library Trends, through a review of the various publications that have cited his work. INTRODUCTION idea for this issue of Library Trends, dedicated to the memory of Manfred Kochen, originated with the journal editor, F. W. Lancaster, in 1988. He had known Kochen and his work for many years (by reputation since 1963, on a personal basis since the early 1970s), and, once the idea for the issue arose, Kochen seemed an obvious choice to be editor. Kochen accepted the idea enthusiastically and had gone a long way toward planning the content of the issue by the time of his tragic death. When Amy Warner and Miranda Pao graciously agreed to take over as guest editors, they asked Lancaster to prepare a brief biographical tribute to Kochen; thus the present article arose. Kochen had a long and illustrious career. Although associated most obviously with IBM and the University of Michigan, the diversity of his interests took him, for periods of time, to many other institutions, including the Euratom project in Italy, Harvard, Rockefeller University, the U.S. Senate (as Congressional Fellow), and the Library of Congress. Participatory Research and Utilization in the Technology A ssessment Process: Issues and Recommendations

The case of a New Jersey dune management plan demonstrates that geographers can initiate environmental policy by formulating and proposing meritorious plans. An evaluation of the plan's rejection shows the complexity of policy-making and indicates that failure to adopt useful plans may be due to distortion of information or misunderstanding of the original plan. In order to avoid failure, geographers should participate in the entire policy-making sequence and should encourage the participation of the public who will be affected by the plan.

Research on policy impact has increasingly focused on the practical application of social science research This paper outlines four roles—substantive expert, information processor, change agent, and scholar—which have helped to increase the potential usefulness of our research while maintaining linkages to the academic community This paper suggests the general nature of these roles and suggests specific implementation strategies, which need to be pursued as an early and continuing aspect of the research enterprise Balancing these multiple roles presents several analytical and ethical difficulties, but helps to establish credibility in both the scientific and policymaking communities
