Toronto First Duty: Integrating Kindergarten, Childcare, and Parenting Support to Help Diverse Families Connect to Schools.

In 1997, the Québec government announced its new family policy. The government undertook a massive reorganization of the child care system and transformed it into the early childhood care and education component of the new family policy. The reform was indeed substantial and ambitious and was undertaken at a time when, as in other provinces, the government was trying to reduce its budgetary deficit to zero. As the reform enters its fifth year, the author reviews the first five years and examines the successes, challenges and lessons learned.

Reforming Quebec's Early Childhood Care and Education: The First Five Years. Occasional Paper.

This paper analyzes the role of the tax and benefit system in spurring the impressive increase in Canadian female labor participation in the last decade. Using annual panel data for 10 large industrial countries over the period 1980-2001, I find that reforms in the Canadian tax and benefit system in the mid-1990s account for at least one-third of the observed increase in female participation in the period 1995-2001. The analysis indicates that policy initiatives similar to the "family-friendly" policies introduced in Canada could boost female participation in other countries and help policymakers meet the challenges of population aging.
