Methods and apparatus for processing of GNSS data derived from multi-frequency code and carrier observations are presented which make available correction data for use by a rover located withm the region, the correction data comprising: the ionospheric delay over the region, the tropospheπc delay over the region, the phase-leveled geometric correction per satellite, and the at least one code bias per satellite. In some embodiments the correction data includes an ionospheric phase bias per satellite. Methods and apparatus for determining a precise position of a rover located withm a region are presented in which a GNSS receiver is operated to obtain multi- frequency code and carrier observations and correction data, to create rover corrections from the correction data, and to determine a precise rover position using the rover observations and the rover corrections. The correction data comprises at least one code bias per satellite, a fixed-nature MW bias per satellite and/or values from which a fixed-nature MW bias per satellite is derivable, and an ionospheric delay per satellite for each of multiple regional network stations and/or non- ionospheric corrections. Methods and apparatus for encoding and decoding the correction messages containing correction data are also presented, in which network messages include network elements related to substantially all stations of the network and cluster messages include cluster elements related to subsets of the network.

The present disclosure enables the assignment of multiple semi-persistent resource assignments at the same time for use in V2V communications. In an aspect of the disclosure, a method, a computer-readable medium, and an apparatus are provided. The apparatus may be a UE (e.g., a vehicle). The UE may determine at least one resource pattern required for V2V communications. The UE may also send assistance information for the at least one resource pattern to a base station. Further, the UE may receive, from the base station, a response associated with the at least one resource pattern. In an aspect, the response may include an index of approved resource patterns. Further still, the UE may receive, from the base station, an activation grant for a resource assignment for the at least one resource pattern. In an aspect, activation grant may include the index of approved resource patterns being activated.

Some embodiments of the present invention derive an ionospheric phase bias and an ionospheric differential code bias (DCB) using an absolute ionosphere model, which can be estimated from data obtained from a network of reference stations or obtained from an external source such as WAAS, GAIM, IONEX or other. Methods and apparatus provide for positioning of a rover antenna from GNSS data derived from multi-frequency signals and correction data derived from a network of reference stations. Rover antenna position and multi- frequency ambiguities are estimated at each epoch. An ionospheric filter models variation in ionospheric bias per satellite. A set of ionospheric carrier-phase ambiguities is estimated at least when the multi-frequency ambiguities have attained a predetermined precision. The estimated ionospheric carrier-phase ambiguities are cached. After detecting interruption of signal at the rover antenna and determining reacquisition of signals at the rover antenna, an ionospheric bias per satellite over an interruption interval is predicted. For each satellite, a cached ionospheric carrier- phase ambiguity is combined with a predicted ionospheric bias to obtain a post-interruption ionospheric ambiguity estimate. The post-interruption ionospheric ambiguity estimates are used to aid estimation of rover antenna position after signal reacquisition.
