Each year, there are kinds of new diseases or natural disasters that break out around the world. And, the emergency logistics system plays an important role in the process of fighting against these diseases and natural disasters. How to evaluate and optimize the emergency logistics system in contingencies is becoming the hot researching topic. This article establishes the set pair analysis model (SPAM) of evaluation for emergency logistics system by using the set pair analysis theory, fully uses the uncertain information of the researching problem and combines the dialectical understanding and quantitative description organically to consider comprehensively the uncertainty and the complexity of emergency logistics system better. The model establishes the evaluation criteria with group decision making, determines the weights with analytic hierarchy process (AHP), and then, finishes the comprehensive evaluation of emergency logistics system with set pair analysis (SPA). We will take the disaster of Wenchuan earthquake for instance to illustrate the practicability of this evaluation system.

And then by the detailed analysis, point out that the uncertainty of information is absolute and certainty is relative in the information age. the important significance on uncertain information research is emphasized. and a research relationship: uncertainty informationinformation sciencecomplex system is also established. Finally, that the research prospect, processing method and theoretical basis for uncertain information are proposed.

Important Position of Information Science in Studying Complex System

On the basis of analyzing the limitation of information concept, such concepts as random information, fuzzy information, rough information, gray information, uncertain information and pan- gray information are defined. It is concluded that pan- gray information is a general information concept, which synthetically describes all kinds of information that objectively exist, such as certainty information and various uncertainty information.

The Expansion of Information Concept

In order to resolve the complexity and uncertainty factors in evaluation of flights operation environment risk, firstly the environmental risk faced by flight operations is analyzed, and shortcomings of the current flights operation environment risk assessment methods are summarized. Then through the methods of analysis of environmental unsafe events, data statistics and expert discussion, the flights operation environment risk evaluation index system is established. Index weights are determined by analytic hierarchy process, and the evaluation results are quantified. Considering the deficiencies of the existing set pair analysis (SPA) method and the characteristics of flights operation environment risk evaluation, the rule for calculating the connection number in SPA is improved, and the evaluation model of flights operation environment risk based on improved SPA is established. Finally, the case analysis shows that the method fully considers environmental risk factors involved in flight operations, and combines the dialectical understanding and quantitative description organically. The improved SPA is a new method for evaluation of flights operation environment risk.

This paper, the problems of mathematical characteristics and measurements for three kind of uncertainty information are descussed by means of the logical analysis method. In the light of the connotation of uncertain information the author has expounded the conception of uncertain information, and made a full analysis of the mathematical expression and the immanent affiliation of the uncertain information, now known by people, which includes random information, fuzzy information, unascertained information, grey information and universal grey information so as to establish the basic frame for the systematic theory of uncertain information.
