Due to the fluctuating nature of the wind resource, a wind power producer participating in a liberalized electricity market is subject to penalties related to regulation costs. Accurate forecasts of wind generation are therefore paramount for reducing such penalties and thus maximizing revenue. Despite the fact that increasing accuracy in spot forecasts may reduce penalties, this paper shows that, if such forecasts are accompanied with information on their uncertainty, i.e., in the form of predictive distributions, then this can be the basis for defining advanced strategies for market participation. Such strategies permit to further increase revenues and thus enhance competitiveness of wind generation compared to other forms of dispatchable generation. This paper formulates a general methodology for deriving optimal bidding strategies based on probabilistic forecasts of wind generation, as well as on modeling of the sensitivity a wind power producer may have to regulation costs. The benefits resulting from the application of these strategies are clearly demonstrated on the test case of the participation of a multi-MW wind farm in the Dutch electricity market over a year.

Trading Wind Generation From Short-Term Probabilistic Forecasts of Wind Power

This paper presents an overview of existing research on wind speed and power forecasting. It first discusses state-of-the-art wind speed and power forecasting approaches. Then, forecasting accuracy is presented based on variable factors. Finally, potential techniques to improve the accuracy of forecasting models are reviewed. A full survey on all existing models is not presented, but attempts to highlight the most promising body of knowledge concerning wind speed and power forecasting.

Current status and future advances for wind speed and power forecasting

Many countries and regions are introducing policies aimed at reducing the environmental footprint from the energy sector and increasing the use of renewable energy. In the United States, a number of initiatives have been taken at the state level, from renewable portfolio standards (RPSs) and renewable energy certificates (RECs), to regional greenhouse gas emission control schemes. Within the U.S. Federal government, new energy and environmental policies and goals are also being crafted, and these are likely to increase the use of renewable energy substantially. The European Union is pursuing implementation of its ambitious 20/20/20 targets, which aim (by 2020) to reduce greenhouse gas emissions by 20% (as compared to 1990), increase the amount of renewable energy to 20% of the energy supply, and reduce the overall energy consumption by 20% through energy efficiency. With the current focus on energy and the environment, efficient integration of renewable energy into the electric power system is becoming increasingly important. In a recent report, the U.S. Department of Energy (DOE) describes a model-based scenario, in which wind energy provides 20% of the U.S. electricity demand in 2030. The report discusses a set of technical and economic challenges that have to be overcome for this scenario to unfold. In Europe, several countries already have a high penetration of wind power (i.e., in the range of 7 to 20% of electricity consumption in countries such as Germany, Spain, Portugal, and Denmark). The rapid growth in installed wind power capacity is expected to continue in the United States as well as in Europe. A large-scale introduction of wind power causes a number of challenges for electricity market and power system operators who will have to deal with the variability and uncertainty in wind power generation when making their scheduling and dispatch decisions. Wind power forecasting (WPF) is frequently identified as an important tool to address the variability and uncertainty in wind power and to more efficiently operate power systems with large wind power penetrations. Moreover, in a market environment, the wind power contribution to the generation portofolio becomes important in determining the daily and hourly prices, as variations in the estimated wind power will influence the clearing prices for both energy and operating reserves. With the increasing penetration of wind power, WPF is quickly becoming an important topic for the electric power industry. System operators (SOs), generating companies (GENCOs), and regulators all support efforts to develop better, more reliable and accurate forecasting models. Wind farm owners and operators also benefit from better wind power prediction to support competitive participation in electricity markets against more stable and dispatchable energy sources. In general, WPF can be used for a number of purposes, such as: generation and transmission maintenance planning, determination of operating reserve requirements, unit commitment, economic dispatch, energy storage optimization (e.g., pumped hydro storage), and energy trading. The objective of this report is to review and analyze state-of-the-art WPF models and their application to power systems operations. We first give a detailed description of the methodologies underlying state-of-the-art WPF models. We then look at how WPF can be integrated into power system operations, with specific focus on the unit commitment problem.

A stochastic model of wind generation in an optimal power flow (OPF) dispatching program is presented. The model includes the error in wind power forecasts using a probability or relative frequency histogram. Compared with the deterministic OPF, the proposed model allows the coordination of wind and thermal power while accounting for (i) the expected penalty cost for not using all available wind power and (ii) the expected cost of calling up power reserves because of wind power shortage. The stochastic model is integrated in an extended conic quadratic OPF program in which wind driven generators are represented as induction machines. Simulation results are presented for cases where the forecasting error histogram is either derived from historical data or estimated by a bimodal normal distribution. The effect of the skewness of the error distribution on the optimal dispatch policy is studied.

Intermittent wind generation in optimal power flow dispatching

Wind power experiences a tremendous development in Europe. Though, the intermittence of wind generation causes difficulties in the management of power systems. Moreover, in the context of the deregulation of electricity markets, wind energy is penalized by its intermittent nature. It is recognized today that the forecasting of wind power for horizons up to 2/3-day ahead eases the integration of wind generation. Wind power forecasts are traditionally provided in the form of point predictions, which correspond to the most-likely power production for a given horizon. That sole information is not sufficient for developing optimal management or trading strategies. Therefore, we investigate on possible ways for estimating the uncertainty of wind power forecasts. The characteristics of the prediction uncertainty are described by a thorough study of the performance of some of the state-of-the-art approaches, and by underlining the influence of some variables e.g. level of predicted power on distributions of prediction errors. Then, a generic method for the estimation of prediction intervals is introduced. This statistical method is non-parametric and utilizes fuzzy logic concepts for integrating expertise on the prediction uncertainty characteristics. By estimating several prediction intervals at once, one obtains predictive distributions of wind power output. The proposed method is evaluated in terms of its reliability, sharpness and resolution. In parallel, we explore the potential use of ensemble predictions for skill forecasting. Wind power ensemble forecasts are obtained either by converting meteorological ensembles (from ECMWF and NCEP) to power or by applying a poor man's temporal approach. A proposal for the definition of prediction risk indices is given, reflecting the disagreement between ensemble members over a set of successive look-ahead times. Such risk indices may comprise a more comprehensive signal on the expected level of uncertainty in an operational environment. A probabilistic relation between classes of risk indices and the level of forecast error is shown. In a final part, the trading application is considered for demonstrating the value of uncertainty estimation when predicting wind generation. It is explained how to integrate that uncertainty information in a decision-making process accounting for the sensitivity of end-users to regulation costs. The benefits of having a probabilistic view of wind power forecasting are clearly shown.

Estimation of the uncertainty in wind power forecasting

One of the characteristics of wind energy, from the grid point of view, is its non-dispatchability, i.e. generation cannot be ordered, hence integration in electrical networks may be difficult. Short-term wind power prediction-tools could make this integration easier, either by their use by the grid System Operator, or by promoting the participation of wind farms in the electricity markets and using prediction tools to make their bids in the market. In this paper, the importance of a short-term wind power-prediction tool for the participation of wind energy systems in electricity markets is studied. Simulations, according to the current Spanish market rules, have been performed to the production of different wind farms, with different degrees of accuracy in the prediction tool.
