An international symposium

Covering approximately 10,000 km2 the Sundarbans in the Northern Bay of Bengal is the largest contiguous mangrove forest on earth. Mangroves forests are highly productive and diverse ecosystems, providing a wide range of direct ecosystem services for resident populations. In addition, mangroves function as a buffer against frequently occurring cyclones; helping to protect local settlements including the two most populous cities of the world, Kolkata and Dhaka, against their worst effects. While large tracts of the Indian Sundarbans were cleared, drained and reclaimed for cultivation during the British colonial era, the remaining parts have been under various protection regimes since the 1970s, primarily to protect the remaining population of Bengal tigers (Panthera tigris ssp. tigris). In view of the importance of such forests, now severely threatened worldwide, we trace the areal change that the Indian Sundarbans have undergone over the last two-and-a-half centuries. We apply a multi-temporal and multi-scale approach based on historical maps and remote sensing data to detect changes in mangrove cover. While the mangroves’ areal extent has not changed much in the recent past, forest health and structure have. These changes result from direct human interference, upstream development, extreme weather events and the slow onset of climate change effects. Moreover, we consider the role of different management strategies affecting mangrove conservation and their intersection with local livelihoods.

The Indian Sundarban Mangrove Forests: History, Utilization, Conservation Strategies and Local Perception

Although a detailed analysis of land use and land cover (LULC) change is essential in providing a greater understanding of increased human-environment interactions across the coastal region of Bangladesh, substantial challenges still exist for accurately classifying coastal LULC. This is due to the existence of high-level landscape heterogeneity and unavailability of good quality remotely sensed data. This study, the first of a kind, implemented a unique methodological approach to this challenge. Using freely available Landsat imagery, eXtreme Gradient Boosting (XGBoost)-based informative feature selection and Random Forest classification is used to elucidate spatio-temporal patterns of LULC across coastal areas over a 28-year period (1990–2017). We show that the XGBoost feature selection approach effectively addresses the issue of high landscape heterogeneity and spectral complexities in the image data, successfully augmenting the RF model performance (providing a mean user’s accuracy > 0.82). Multi-temporal LULC maps reveal that Bangladesh’s coastal areas experienced a net increase in agricultural land (5.44%), built-up (4.91%) and river (4.52%) areas over the past 28 years. While vegetation cover experienced a net decrease (8.26%), an increasing vegetation trend was observed in the years since 2000, primarily due to the Bangladesh government’s afforestation initiatives across the southern coastal belts. These findings provide a comprehensive picture of coastal LULC patterns, which will be useful for policy makers and resource managers to incorporate into coastal land use and environmental management practices. This work also provides useful methodological insights for future research to effectively address the spatial and spectral complexities of remotely sensed data used in classifying the LULC of a heterogeneous landscape.

Spatio-Temporal Patterns of Land Use/Land Cover Change in the Heterogeneous Coastal Region of Bangladesh between 1990 and 2017

This paper provides a review of the literature on the development impact of migration and remittances on origin countries and on destination countries in the South. International migration is an ever-growing phenomenon that has important development implications for both sending and receiving countries. For a sending country, migration and the resulting remittances lead to increased incomes and poverty reduction, and improved health and educational outcomes, and promote economic development. Yet these gains might come at substantial social costs to the migrants and their families. Since many developing countries are also large recipients of international migrants, they face challenges of integration of immigrants, job competition between migrant and native workers, and fiscal costs associated with provision of social services to the migrants. This paper also summarizes incipient discussions on the impacts of migration on climate change, democratic values, demographics, national identity, and security. In conclusion, the paper highlights a few policy recommendations calling for better integration of migration in development policies in the South and the North, improving data collection on migration and remittance flows, leveraging remittances for improving access to finance of recipient households and countries, improving recruitment mechanisms, and facilitating international labor mobility through safe and legal channels.

Impact of Migration on Economic and Social Development A Review of Evidence and Emerging Issues

Tropical storms, such as cyclones, hurricanes and typhoons, present major threats to coastal communities. Around two million people worldwide have died and millions have been injured over the past two centuries as a result of tropical storms. Bangladesh is especially vulnerable to tropical cyclones, with around 718 000 deaths from them in the past 50 years. However, cyclone-related mortality in Bangladesh has declined by more than 100-fold over the past 40 years, from 500 000 deaths in 1970 to 4234 in 2007. The main factors responsible for these reduced fatalities and injuries are improved defensive measures, including early warning systems, cyclone shelters, evacuation plans, coastal embankments, reforestation schemes and increased awareness and communication. Although warning systems have been improved, evacuation before a cyclone remains a challenge, with major problems caused by illiteracy, lack of awareness and poor communication. Despite the potential risks of climate change and tropical storms, little empirical knowledge exists on how to develop effective strategies to reduce or mitigate the effects of cyclones. This paper summarizes the most recent data and outlines the strategy adopted in Bangladesh. It offers guidance on how similar strategies can be adopted by other countries vulnerable to tropical storms. Further research is needed to enable countries to limit the risks that cyclones present to public health.

Reduced death rates from cyclones in Bangladesh: what more needs to be done?

This paper integrates information on climate change, hydrodynamic models, and geographic overlays to assess the vulnerability of coastal areas in Bangladesh to larger storm surges and sea-level rise by 2050. The approach identifies polders (diked areas), coastal populations, settlements, infrastructure, and economic activity at risk of inundation, and estimates the cost of damage versus the cost of several adaptation measures. A 27-centimeter sea-level rise and 10 percent intensification of wind speed from global warming suggests the vulnerable zone increases in size by 69 percent given a +3-meter inundation depth and by 14 percent given a +1-meter inundation depth. At present, Bangladesh has 123 polders, an early warning and evacuation system, and more than 2,400 emergency shelters to protect coastal inhabitants from tidal waves and storm surges. However, in a changing climate, it is estimated that 59 of the 123 polders would be overtopped during storm surges and another 5,500 cyclone shelters (each with the capacity of 1,600 people) to safeguard the population would be needed. Investments including strengthening polders, foreshore afforestation, additional multi-purpose cyclone shelters, cyclone-resistant private housing, and further strengthening of the early warning and evacuation system would cost more than $2.4 billion with an annual recurrent cost of more than $50 million. However, a conservative damage estimate suggests that the incremental cost of adapting to these climate change related risks by 2050 is small compared with the potential damage in the absence of adaptation measures.
