Preventive strategies for the conservation of heritage sites have gradually been preferred to curative approaches because of their ability to maintain their significance. Furthermore, most experts now agree that conservation management of heritage places based on a common understanding of their cultural values is essential to address all the particularities of their contexts. Recently, significant research has demonstrated the potential of Heritage Building Information Modelling (HBIM) for the collaborative data management in conjunction with conservation projects. The recent development of HBIM web platforms illustrates the value of strengthening the link between the digital model and the physical realm of heritage assets. This paper advocates the application of Digital Twin’s (DT) principles, using HBIM models as a digital replica, to support the preventive conservation of heritage places. Based on an extensive literature review, a comprehensive framework that integrates the DT into the management plan process for the preventive conservation of built heritage is proposed. Several recommendations for its implementation are finally discussed, such as the identification of tangible features of significance, the threats associated with their integrity and the corresponding mitigation strategies, with particular emphasis on the value assessment process. The result is a data model for structuring information on preventive conservation strategies. This framework provides the basis for future implementation and demonstrates the need for a DT approach in this context.

Anticipating Loss: Rethinking Endangerment in Heritage Futures

The Agenda 2030 includes a set of targets that need to be achieved by 2030. Although none
of the 17 Sustainable Development Goals (SDGs) focuses exclusively on cultural heritage, the
resulting Agenda includes explicit reference to heritage in SDG 11.4 and indirect reference to other
Goals. Achievement of international targets shall happen at local and national level, and therefore,
it is crucial to understand how interventions on local heritage are monitored nationally, therefore
feeding into the sustainable development framework. This paper is focused on gauging the
implementation of the Sustainable Development Goals with reference to cultural heritage, by
interrogating the current way of classifying it (and consequently monitoring). In fact, there is no
common dataset associated with monitoring SDGs, and the field of heritage is extremely complex
and diversified. The purpose for the paper is to understand if the taxonomy used by different
national databases allows consistency in the classification and valuing of the different assets
categories. The European case study has been chosen as field of investigation, in order to pilot a
methodology that can be expanded in further research. A cross‐comparison of a selected sample of
publicly accessible national cultural heritage databases has been conducted. As a result, this study
confirms the existence of general harmonisation of data towards the achievement of the SDGs with
a broad agreement of the conceptualisation of cultural heritage with international frameworks, thus
confirming that consistency exists in the classification and valuing of the different assets categories.
However, diverse challenges of achieving a consistent and coherent approach to integrating culture
in sustainability remains problematic. The findings allow concluding that it could be possible to
mainstream across different databases those indicators, which could lead to depicting the overall
level of attainment of the Agenda 2030 targets on heritage. However, more research is needed in
developing a robust correlation between national datasets and international targets.

Cultural Heritage and Sustainable Development Targets: A Possible Harmonisation? Insights from the European Perspective

Fatal events taking place in World War (WW) I and II have left behind important historical evidence as an underwater cultural heritage (UCH) (e.g., shipwrecks, submerged aircraft, war artifacts), lying in peace at the bottom of, among others, the Mediterranean Sea. The article aims at exploring the challenges for UCH protection/preservation and sustainable exploitation with emphasis on this sea. UCH is so far dealt with in a “silo” approach by marine archaeologists or heritage professionals, who often ignore its potential for serving local sustainable development goals. The paper elaborates on the value, but also the complexity, multi- and inter-disciplinary as well as multi-actors’ nature of UCH management and sustainable exploitation, perceiving these as a “wicked” planning problem. It attempts to illuminate various important dimensions of this problem, such as its glocal (global/local) context; the conflicting and, in certain cases, inconsistent UCH legal protection framework, touching upon a variety of spatial scales; the contemporary policy frameworks favoring UCH management; etc. Exploration of these dimensions reveals open issues or gaps that need to be filled, and sets the ground for a more holistic and integrated UCH research and management approach for building up the yet largely untold, Mediterranean WW I and II UCH narrative; and shifting this area from a sea graveyard to a place of memory and cultural enrichment.

Influences on interpretation : a critical evaluation of the influences on the design and management of interpretation at lighter dark visitor attractions

A critical discussion of value typologies for heritage conservation and management is offered, from the perspective of objects and urban conservation, in light of a review of published literature on heritage values. It is suggested that value typologies are often designed and implemented without understanding the implicit consequences of the inclusion and omission of ‘values’. It is also suggested that typologies often fail to prompt the necessary questions to develop satisfactorily detailed understandings of heritage significance, resulting in decisions being based on implicit, rather than explicit, value assessments in practice. Mindful of the problems associated with ‘universalising’ context specific typologies, a broad framework for assessing and communicating significance is proposed.
