Management Models and Industrial Applications of Linear Programming

Coherently addressing the 17 Sustainable Development Goals requires planning tools that guide policy makers. Given the integrative nature of the SDGs, we believe that integrative modelling techniques are especially useful for this purpose. In this paper, we present and demonstrate the use of the new System Dynamics based iSDG family of models. We use a national model for Tanzania to analyse impacts of substantial investments in photovoltaic capacity. Our focus is on the impacts on three SDGs: SDG 3 on healthy lives and well-being, SDG 4 on education, and SDG 7 on energy. In our simulations, the investments in photovoltaics positively affect life expectancy, years of schooling and access to electricity. More importantly, the progress on these dimensions synergizes and leads to broader system-wide impacts. While this one national example illustrates the anticipated impact of an intervention in one specific area on several SDGs, the iSDG model can be used to support similar analyses for policies related to all the 17 SDGs, both individually and concurrently. We believe that integrated models such as the iSDG model can bring interlinks to the forefront and facilitate a shift to a discussion on development grounded in systems thinking.

Policy coherence to achieve the SDGs : using integrated simulation models to assess effective policies (SPECIAL FEATURE : Sustainability Science and Implementing the Sustainable Development Goals)

Energy management problems associated with rapid institutional, political, technical, ecological, social and economic development have been of critical concern to both national and local governments worldwide for many decades; thus, addressing such issues is a global priority. The main of objective of this study is to provide a review on the application and use of decision making approaches in regard to energy management problems. This paper selected and reviewed 196 published papers, from 1995 to 2015 in 72 important journals related to energy management, which chosen from the “Web of Science” database and in this regard, the systematic and meta-analysis method which called “PRISMA” has been proposed. All published papers were categorized into 13 different fields: environmental impact assessment, waste management, sustainability assessment, renewable energy, energy sustainability, land management, green management topics, water resources management, climate change, strategic environmental assessment, construction and environmental management and other energy management areas. Furthermore, papers were categorized based on the authors, publication year, nationality of authors, region, technique and application, number of criteria, research purpose, gap and contribution, solution and modeling, results and findings. Hybrid MCDM and fuzzy MCDM in the integrated methods were ranked as the first methods in use. The Journal of Renewable and Sustainable Energy Review was the important journal in this paper, with 32 published papers. Finally, environmental impact assessment was ranked as the first area that applied decision making approaches. Results of this study acknowledge that decision making approaches can help decision makers and stakeholders in solving some problems under uncertainties situations in environmental decision making and these approaches have seen increasing interest among previous researchers to use these approaches in various steps of environmental decision making process.

A Review of Multi-Criteria Decision-Making Applications to Solve Energy Management Problems: Two Decades from 1995 to 2015

The topic of SDG interactions is a relatively new research area with many knowledge gaps. Some of these gaps are addressed in this summary of a Special Feature of Sustainability Science, including new findings and emerging issues on (1) the characteristics of SDG interactions; (2) methods/methodology to analyse these interactions; and (3) the elaboration of drivers that influence SDG synergies. The importance of scale is clear in two emerging issues. First, there is evidence of a disconnect between national planning for SDGs and their implementation at the local scale which is leading to SDG trade-offs between these scales. Second, the concept of a “critical transition zone” is introduced where SDG trade-offs pose a particular challenge to SDG implementation. These are areas (e.g., peri-urban and forest margin areas in the Global South) undergoing rapid biophysical and/or socio-economic changes and inhabited by populations especially vulnerable to these changes. While trade-offs occur among the SDGs, there are also many examples of synergies which provide opportunities for advancing multiple goals. To distinguish between synergies and the actions that exploit them, the term “synergy driver” is introduced to refer to policies and measures that positively advance two or more goals. Several examples of synergy drivers are presented, including sustainable global supply chains, people-centred early warning systems, and joint conservation-public health programmes. To make synergy drivers relevant to the broader policy community, the research community (working with stakeholders) should first consolidate knowledge about these drivers and then evaluate their effectiveness/applicability to different policy settings.

Analysing interactions among the sustainable development goals: findings and emerging issues from local and global studies

Multiple-criteria decision making (MCDM) methods have been widely employed in various fields and disciplines, including decision problems regarding Sustainable Development (SD) issues. The main objective of this paper is to present a systematic literature review (SLR) on MCDM methods supporting decisions focusing on the achievement of UN Sustainable Development Goals (SDGs) and the implementation of the 2030 Agenda for Sustainable Development in regional, national, or local contexts. In this regard, 143 published scientific articles from 2016 to 2020 were retrieved from the Scopus database, selected and reviewed. They were categorized according to the decision problem associated with SDGs issues, the MCDM methodological approach, including the use (or not) of fuzzy set theory, sensitivity analysis, and multistakeholder approaches, the context of MCDM applications, and the MCDM classification (if utility-based, compromise, multi-objective, outranking, or other MCDM methods). The widespread adoption of MCDM methods in complex contexts confirms that they can help decision-makers solve multidimensional problems associated with key issues within the 2030 Agenda framework. Besides, the state-of-art review provides an improved understanding of this research field and directions for building a research agenda for those interested in advancing the research on MCDM applications in issues associated with the 2030 Agenda framework.

Multiple Criteria Decision Making for the Achievement of the UN Sustainable Development Goals: A Systematic Literature Review and a Research Agenda

A fundamental issue in the implementation of the 2030 Agenda at the national level refers to the systemic analysis of interactions of global targets, considering the context-specific understanding of these interactions within a long-term vision. Another critical issue is how to apply and combine different approaches and tools to provide a consistent analysis for evidence-based decision-making on the Sustainable Development Goals (SDGs) and global targets. Consistent with both concerns, a systemic and contextual framework to prioritize SDG targets for a country’s 2030 Agenda is proposed, by integrating fuzzy multicriteria decision-making methods, prospective structural analysis, and network theory tools. The applicability of the proposed framework could be demonstrated through a socio-technical experiment carried out during 2018 for the definition of the 2030 Agenda in Brazil. The experiment is especially designed to bring methodological insights to this decision-making process, and empirical results highlight the targets that will drive the Brazilian 2030 Agenda. Although the empirical results presented in this paper are exclusive to Brazil, we believe that the proposed framework can be replicated in other countries, especially those that are going to prioritize the global targets to be included in their respective Agendas.

A Systemic and Contextual Framework to Define a Country’s 2030 Agenda from a Foresight Perspective

The present work aims to analyze problems and obstacles to innovation faced by architectural and engineering services companies in Brazil, focusing on standardization and regulation issues. We have drawn the data from the National Innovation Survey 2014 (Pintec 2014) to answer how the companies in this sector perceive the importance of problems and obstacles throughout their cycles of innovation concerning difficulties of meeting government regulations, legal or voluntary standards requirements, and accessing specialized technical/technological services. The respondent companies were asked to inform their perceptions of the importance of the barriers that they face to innovate in a three-point response scale (high, medium, and low importance or not relevant).
