The multicultural moment : the history of the idea and politics of multiculturalism in Sweden in comparative, transnational and biographical context, 1964–1975

In the 1970s, Canada, Sweden and Australia became the first countries in the West to adopt formally the idea of multiculturalism as a basis for the political management of immigrant settlement. This article compares the introduction of the idea and politics of multiculturalism in Sweden in the 1960s and 1970s to the introduction of multiculturalism in Canada and Australia during the same time period. The emergence of a politics of multiculturalism in Sweden shares many similarities with the emergence of Canadian and Australian multiculturalism: ‘white’ and ‘European’ immigrant minority groups; ethnic lobbying; expert and academic advocacy; multiculturalist public officials; and effectual claims-making based on the innovative idea of multiculturalism. The comparative perspective on the birth of Swedish multiculturalism furthermore highlights Finland as an important historical and transnational factor in the introduction of official multiculturalism in Sweden. Comparative and transnational perspectives on the introduction of multiculturalism in post-war Sweden

The naturalization policies of Sweden, Denmark, Finland and Norway differentiate between non-Nordic and Nordic citizens. Nordic citizens can obtain citizenship in other Nordic countries by notification, and the residency requirement for naturalization by application is considerably lower for Nordic citizens than it is for non-Nordic applicants. The privileges of Nordic citizens in the naturalization policies of the Nordic countries is a heritage of nineteenth-century pan-Scandinavianism, continued and expanded upon with post-war Nordism. Nordism, the idea of a common Nordic culture and community, has ideologically underpinned the establishment of a pan-national Nordist citizenship regime that constructs ethno-culturally close Nordic brothers as more belonging in the Nordic countries than alien, ‘non-Nordic’, others. Nordic brothers before strange others: pan-national boundary making in the post-war naturalization policies of the Nordic countries

Two of the key concepts in contemporary debates on Nordic multiculturalism are integration and assimilation: two intertwining concepts that float freely between political and scientific discourses and whose meanings are often highly contextual or, notably in daily political rhetoric, muddled. This is especially the case in Sweden, where the negative connotations associated with the word ‘assimilation’ are so strong that politicians and other opinion-makers frown upon the use of the word, leaving the term ‘integration’ as the only acceptable option in discussions about the inclusion of immigrants and the social cohesion of a multi-ethnic society. This in turn loads the term integration with contradictory meanings as some public actors clearly use it as a euphemism for assimilation (Johansson Heino 2011). This sometimes bewildering use of the term integration can be seen as a problem of Swedish public discourse in need of clarification, but it also invites questions of a historical nature: when and how did the term assimilation, if not necessarily the concept, become marginalized in Swedish public discourse and when and how did the concept of (multicultural) integration, if not necessarily the term, emerge as the new paradigmatic concept?

Borders and barriers have been torn down and re-built at an increasing tempo over the last 20 years as migration has risen to the top of the political agenda. The aim of this volume is to examine how the welfare state, as a normative and institutional framework, shapes immigration discourse and policy and, in turn, how the welfare state, as an ideal and as an arrangement of policies, is shaped by immigration.
