The paper is a broad, comparative investigation of shifts in the educational rhetoric and policy of three countries over the past two decades. Using England, Canada and the United States as case studies, I argue that the spirit of multiculturalism in education has shifted from a concern with the formation of tolerant and democratic national citizens who can work with and through difference, to a more strategic use of diversity for competitive advantage in the global marketplace. This shift is directly linked with and helps to facilitate the entrenchment of neoliberalism as it supports a privatization agenda, reduces the costs of social reproduction for the government, and aids in the constitution of subjects oriented to individual survival and/or success in the global economy.

'Helping People Help Themselves': Democracy, Development, and the Global Politics of Poverty in Canada, 1964-1979

Why and how do shifts in the philosophical underpinnings of education occur? How should students be educated in and for democratic citizenship? In this article, Katharyne Mitchell explores these questions by analyzing a debate regarding the purpose of education in a Vancouver suburb. She shows how immigrants from Hong Kong successfully contest the normative assumptions of Western liberalism, in which the production of democracy, the practice of education, and the constitution of the nation-state are naturally bound together. By tracking the recent ideological debates and the actual decisions made, it is possible to analyze some of the growing rifts between a Dewey-inspired understanding of education and democracy and newer, more global, transnational educational narratives.

In this study of the intellectual origins of Quebec's Quiet Revolution of the 1960s, Michael Behiels has provided the most comprehensive account to date of the two competing ideological movements which emerged after World War II to challenge the tenets of traditional French-Canadian nationalism The neo-nationalists were a group of young intellectuals and journalists, centered upon Le Devoir and L'Action nationale in Montreal, who set out to reformulate Quebec nationalism in terms of a modern, secular, urban-industrial society which would be fully "master in its own house" An equally dedicated group of French Canadians of liberal or social democratic persuasion was based upon the periodical Cite libre -one of whose editors was Pierre Trudeau - and had links with organized labour Citelibristes sought to remove what they considered to be the major obstacles to the creation of a modern francophone society: the all-pervasive influence of clericalism inherent in the Catholic church's control of education and the social services, and the persistence among Quebec's intelligentsia of an outmoded nationalism which advocated the preservation of a rural and elitist society and neglected the development of the individual and the pursuit of social equality Behiels delineates the divergent "societal models" proposed by the two movements by focusing upon such themes as the critique of traditional nationalism; the roles of church, state, and labour; the response to the "new federalism"; the reform of education; and the search for a third party He shows how the rivals combined to help bring down an anachronistic Union Nationale government in June 1960 In one form or another, he concludes, Cite libre liberalism and neo-nationalism have remained at the heart of the political and ideological debate that has continued in Quebec since the Duplessis era

Prelude to Quebec's Quiet Revolution: Liberalism versus Neo-Nationalism, 1945-1960

By the late 1950s francophone and Acadian minority communities outside Quebec were in rapid decline. Demographic, economic, socio-cultural, institutional, and political factors that had sustained both the concept and the reality of French Canada for well over a century were being eliminated or transformed. Canada's Francophone Minority Communities shows how French-speaking minorities won the right to full and unfettered school governance with the backing of the Charter, the Supreme Court, and the Canadian government. Convinced that education was one of the essential keys to the renewal and growth of their communities, francophone organizations and leaders lobbied for constitutional entrenchment of official bilingualism and a mandated Charter right to education in their own language, including the right to governance over their own schools and school boards - a significant Canadian innovation. From those efforts a new, vigorous francophone pan-Canadian national community emerged, one capable of ensuring the survival of its constituents communities well into the twenty-first century.
