Policing Britain: Risk, security and governance

In recent years, two Swedish companies have been a focus of substantial media attention: TeliaSonera and Lundin Petroleum. The defensive strategies employed by the businesses will be analysed on the basis of Stanley Cohen’s (2009) theoretical work on processes of denial and neutralisation techniques. This paper will focus on a particular form of denial whereby the businesses try to explain why they have been doing business despite the risks that this has involved. The paper links together the companies’ communications with the contexts in which they occur and the structures that might be expected to influence how the companies choose to frame their communications. The presence of the corporations in areas where crimes have been committed is not denied, but implicatory denials are employed to justify the corporations’ operations by referring to a higher good. When the corporations frame their businesses as contributing to development, democracy and peace in the countries in which they operate, the corporations use well-known discourses that underline Swedish or Nordic generosity, helpfulness and decency. The analysis draws on post-colonial theory and the image of the Nordic countries as being particularly “good” in relation to the rest of the world.

Police governance and accountability: overview of current issues

The employment of private security guards has increased in many European countries in recent decades and the Netherlands is no exception. However, despite large increases in the growth of the private security industry, little is known about how the public perceives agents of private policing and their role in crime prevention and enhancing the public’s sense of safety. In this paper we examine public perceptions of private security personnel. More specifically, we examine citizens’ attitudes toward the nature of security guards’ work, their relationship with public police, and their level of satisfaction with private police services. Findings suggest that, on the whole, Dutch citizens have mixed opinions about private security guards. Nonetheless, contrary to what is often assumed about the public image of private security, findings also suggest that respondents tend not to view the nature of security guards’ work and their professionalism in purely negative terms. Citizen satisfaction with private security guards in the Netherlands: perceptions of an ambiguous occupation

Developing robust police governance structures has long been understood as the best institutional means to foster trusting police–community relationships. The ideological question of where to draw the line dividing responsibilities for overseeing and shaping policing has perplexed policymakers and policing practitioners for decades. The issue of determining who should govern policing and towards what ends has been compounded by the resurgence of non‐state policing agencies in our times. This paper looks to the history of the diffusion of policing governance models from Britain throughout its once vast Empire and the case of recent ‘radical’ experiments in Northern Ireland in pondering the prospects for the development of democratic policing systems.
