Methodological issues in estimating the value added of further education, higher education and skills: a review of relevant literature

The objective of this study is to explain the incidence of overeducation in Thai labor market. Using the correspondence between ISCO occupational titles and ISCED educational levels by OECD, the likelihood of overeducation is subject to the level of education and the field of study. The Mismatch in Thai labor market: Overeducation

This article provides evidence about differences in the recent tertiary education expansion in Austria, Germany, the Czech Republic, Poland and Slovakia. Focusing on these differences, we have examined private returns to tertiary education acquired before and after the tertiary education expansion. We compare these returns as follows: Austria with Germany and then the Czech Republic with Poland and Slovakia. Estimating private returns to education by applying the Mincerian (Mincer, 1974) approach on European Union Survey on Income and Living Conditions micro data (EU-SILC, n.d.), we show the differences that arise concerning the evaluation of tertiary education in the labour markets of these countries. While in Austria and Germany a more recent tertiary education is related to higher private returns, this is not the case in the Czech Republic, Poland and Slovakia where a declining trend towards private returns in more recent tertiary education is observable.

Is Tertiary Education Expansion Observable in Private Returns to Education? (Evidence for Middle and Eastern European Countries).

This article brings figures on the development of private returns to education in Slovakia from 1984 to 2009. We use EU-SILC micro data referring to the period 2004 – 2009 to count the returns to education, using Mincerian regression methodology. The standard formulation of the equation was used to allow comparisons with earlier studies. The development of returns to education is put into the context of recent tertiary education expansion in Slovakia. The results show an initial increase in returns to education between 1984 and 1995, which can be linked to the transition mechanisms. After 1995 the private returns to education in Slovakia remained stable, what means that the tertiary education expansion is not visible when looking at the overall private returns to education in Slovakia.

Looking at the development of private returns to education in slovakia in the context of tertiary education expansion

This article brings evidence on tertiary education expansion in Slovakia and explores possible effects of this expansion on private returns to education. It focuses particularly on intergenerational differences in private returns to education. The question is whether tertiary education expansion has decreased private returns to education and whether there are differences in the value of education acquired by different generations. European Union Community Statistics on Income and Living Conditions data were used to answer this question. Private returns to education were estimated using a standard Mincerian approach. The value of tertiary education of persons under 45 years old showed to be behaving differently in time than the value of tertiary education of persons aged 45 and older. This development may be caused by the recent tertiary education expansion in Slovakia.

Changes in private returns to education caused by the tertiary education expansion in Slovakia

The submitted article deals with the problem of overeducation. It offers a brief overview of existing explanations and introduces a method of overeducation measurement based on internationally used classifications ISCO and ISCED. It also brings some evidence on overeducation measured by this method, using data mostly from the National level census and European Community Household Panel. The analysis is focused on the overeducation of workers with tertiary degrees, which becomes especially interesting in the light of tertiary education expansion. The question is, in what sense does overeducation refer to the supplydemand relations on the labour market? International comparisons of overeducation in European countries offer some answers.Creation-Date: 2011-07
