Urban sprawl, food security and agricultural systems in developing countries: A systematic review of the literature

Water availability is at the core of sustainable socioeconomic development and ecological conservation along with global climate and land use changes, especially in the areas that experience water problems. This study investigated the impacts of land use change on surface runoff and water yield with scenario-based land use change in the upper and middle reaches of the Heihe River Basin, the second largest inland river basin in the arid region of northwestern China. Firstly, three land use structure scenarios were established, with different water utilization ratio levels (low-level, middle-level and high-level water utilization ratios). Then the spatial pattern of land uses was simulated with the Dynamic of Land System (DLS). Thereafter, the simulated land use data were used as the input data to drive the Soil and Water Assessment Tool (SWAT) model, keeping other input data unchanged to isolate the land use change impacts on surface runoff and water yield. The results showed that the forestland and grassland will expand along with the increase in water utilization ratio. The quick-response surface runoff would decrease significantly due to forest and grassland expansion, which may cause an overall decreasing trend of the water yield. This indicated the unreasonable allocation of water resources may exert negative impacts on the water yield even if the water utilization ratio is increased; therefore, water resources should be reasonably allocated for different land use demand, which is critical for sustainable development. The results of this study will be informative to decision makers for sustainable water resource and land management when facing land use change and an increasing demand for water resources in the Heihe River Basin.

Scenario Analysis for Water Resources in Response to Land Use Change in the Middle and Upper Reaches of the Heihe River Basin

There is wide agreement that a nexus or integrated approach to managing and governing natural resources such as land, water, and energy can improve environmental, climate, human, and political security. However, few if any countries in the MENA region have made progress in implementing such an approach. There appear to be several constraints inhibiting the development and adoption of nexus approaches. These constraints include strong sectoral silos, insufficient incentives for integrated planning and policy making at all levels, and limited vision, knowledge, and practical experience to guide successful implementation. In turn, the limited implementation and hence lack of empirical evidence of a nexus approach, which could demonstrate its benefits, does little to strengthen political will for the development of adequate incentives, structures, and procedures. Against this backdrop, this paper presents five case studies which take an integrated approach, in three MENA countries, namely Jordan, Lebanon, and Morocco. Based on an analytical framework developed here, the paper analyses and compares the success factors for nexus implementation, and also for transfer and upscaling. The analysis emphasizes the need for appropriate framework conditions, targeted investments and pioneering actors, to make integrated approaches across sectors and levels work. With the evidence presented, the paper aims to set in motion a positive or virtuous cycle of generating more nexus evidence, improved framework conditions, further nexus implementation on the ground, and from that even more nexus evidence. Finally, the paper contributes to overcoming the repeated requests for better definition and conceptualization of the nexus, which often has slowed down adoption of the concept.

A nexus approach for the MENA region-from concept to knowledge to action

This study investigates the impact of climate change and land use change on water resources and food security in Jordan. The country is dominated by arid climate with limited arable land and water resources, where the per capita share of water is less than 145 m3/year. The study focused on crop production and water resources under trends of anticipated climate change and population growth in the country. Remote sensing data were used to determine land use/cover changes and rates of urbanization, which took place at the cost of the cultivable land. Recession of irrigated areas led to lesser food production and food security. Outputs from crop production and water requirements models, in addition to regression analysis, were used to estimate the projected increase in agricultural water demand under the scenarios of increased air temperature and reduced rainfall by the years 2030 and 2050. Results indicated that problems of water scarcity and food insecurity would be exacerbated by climate change and increased population growth. To move from the tragedy of the commons towards transcendence, the study emphasized the need for adaptive measures to reduce the impacts of climate change on water resources and food security. The challenge, however, would remain the development and the efficient use of new water resources as a means for future sustainable development.
