A commodity consumption meter 2, of a type having a sealed housing 3, 4 and including a rotating component 14 whose rate of rotation depends upon the rate of consumption of the commodity, the rotating component being visible through a wall 16 of the housing, the apparatus comprising: a casing 38 which substantially completely covers the wall 16 of the meter 2 and including a transparent region 62 through which the rotating component 14 can be viewed and an optical assembly 64 for monitoring rotation of the rotating component. Preferably the optical assembly 64 comprises a light source which is amplitude modulated at a selected frequency and is arranged to direct light through the housing onto the rotating component 14 and a light detector to detect reflected light from the rotating component 14, the apparatus further including a synchronous detector and operated at the selected frequency and processing means arranged to count the number of revolutions of the component 14 using the output signal from the synchronous detector circuit.

The conductive shield includes a conductive coating, a conductive tape having a conductive pressure-sensitive adhesive, and a conductive film, or any combination thereof. The conductive coating is applied to at least a portion of one or more of the cover, the bezel, and the shroud. The conductive tape includes a conductive pressure-sensitive adhesive that secures the tape to a surface. A first conductive film is configured to be positioned over at least a portion of a bezel face, and a second conductive film is configured to be positioned over at least a portion of a cover face.

The rate apparatus (1) incorporated in an electric meter case comprises a support plate with a maximum mechanism being part of a microcomputer. In order to simplify the shielding (15) and the separation with the electric meter, the support plate of the rate apparatus (1) is fixed in an upper part (3) which is engaged into a lower part (2), at the vicinity of a projection (3A) at the bottom of the visible portion of the upper part (3). The rate apparatus (1) may be fixed either to the inside or to the outside of the upper part (3). The support plate of the rate apparatus (1) is made in common with the mains apparatus by the SMD technology and is surrounded together with the latter by a common shielding (15).
