Abstract Information is a source of power in the planning process. This article begins by assessing five perspectives of the planner's use of information: those of the technician, the incremental pragmatist, the liberal advocate, the structuralist, and the “progressive.” Then several types of misinformation (inevitable or unnecessary, ad hoc or systematic) are distinguished in a reformulation of bounded rationality in planning, and practical responses by planning staff are identified. The role and ethics of planners acting as sources of misinformation are considered. In practice planners work in the face of power manifest as the social and political (mis)-man-agement of citizens' knowledge, consent, trust, and attention. Seeking to enable planners to anticipate and counteract sources of misinformation threatening public serving, democratic planning processes, the article clarifies a practical and politically sensitive form of “progressive” planning practice.

Twenty-five years ago, the Cuyahoga River in Ohio was so contaminated that it caught fire, air pollution in some cities was thick enough to taste, and environmental laws focused on the obvious enemy: large American factories with belching smokestacks and pipes gushing wastes. Federal legislation has succeeded in providing cleaner air and water, but we now confront a different set of environmental problems-less visible and more subtle. To be effective, next-generation policy-making will view environmental challenges comprehensively, connect academic theory with practical policy, and bridge the gaps that have caused recent policy debates to break down in rancor. Sua atualidade, entretanto, faz com que valha a pena resenhá-lo, pois nos encontramos em um momento de recrudescimento de posições a cerca do tema de populações residentes em parques, tendo havido um nítido reforço da posição preservacionista estrita, durante a última década. Premonitoriamente, Patrick C. West na introdução de Resident Peoples and National Parks afirmou segundo ele, parodiando um grande filósofo que os conflitos mais pungentes não são aqueles entre o bom e o mau, mas aqueles entre os bons, pois “no conflito entre bom e bom o equilíbrio entre imperativos morais é doloroso e aberto, e sem implicações claras para um curso correto de ação”.
