For the Common Good

The issue of energy has been debated among policymakers and economists. Energy plays an important role in generating economic activities. On the other hand, it can have deleterious impacts on the environment as more carbon dioxide (CO2) emissions will be released. Most previous studies focused on total energy rather than types of energy such as oil and gas in investigating the effects of energy consumption on CO2 emissions. Therefore, this study investigates the effects of oil and gas consumption rather than total energy consumption on CO2 emissions in 20 Organization of Islamic Cooperation (OIC) countries. The dynamic heterogeneous panel (panel autoregressive distributed lag model – panel ARDL) approach namely pooled mean group (PMG), mean group (MG), and dynamic fixed effect (DFE) were employed. The main results reveal that in the long run, overall national output contributes to higher environmental degradation. However, in the short run, overall national output does not affect CO2 emissions. The results also suggest that the population can reduce CO2 emissions in the short run but leaves no effect in the long run. Besides, gas consumption and oil consumption can have deleterious effects on the environment. The effect of oil consumption is greater than the effect of gas consumption on the environment. Therefore, it is important to consume more renewable energy such as solar, biodiesel, and hydro to replace non-renewable energy, particularly oil, in a bid to conserve the environment.

The Effects of Energy Consumption and National Output on CO2 Emissions: New Evidence from OIC Countries Using a Panel ARDL Analysis

The persistent increase of government debt in Malaysia in the recent years has raised con-cerns as to whether the borrowings have spurred the economy or became a drag on econom-ic growth. The present paper investigates the real effect of government debt on sustainable economic growth in Malaysia using the Autoregressive Distributed Lag approach for the period of 1970-2015. The results show there are positive significant longand short-run relationships between government debt and sustainable economic growth. There is also a unidirectional causality running from government debt to sustainable economic growth. The findings indicate that Malaysia’s government debt is an important macroeconomic element for sustainability of economic growth in Malaysia. There is no evidence, however, to con-clude that the level of government debt had any adverse impacts on sustainable economic growth.

This measure will almost give policy makers a more arguable estimate for the area of environmental challenges. This paper highlights the role of natural resources depletion and environmental damages in sustainable development of the country. Green GDP is associated with some uncertainties such as lack of comprehensive calculations in estimating data and difficulties in setting the price of natural resources. These uncertainties and how Malaysia would be able to implement more accurate Green GDP in future were also discussed.

Developing countries like most of Islamic countries need an economy that promotes growth and development, conserves natural capital, creates jobs, improves human well-being, and alleviates poverty and inequality. Such an economy is called green economy. Main problems that create a hard situation to implement green economy in most of Islamic countries are weak management, increasing poverty, many local and border conflicts, high economic dependency on natural re- sources, and increasing food insecurity. Governments as policy makers could introduce policies, regulations and incentives to promote green economy. This paper therefore attempts to discuss on how green economy can improve the livelihood security and poverty eradication in Islamic countries. It also seeks to understand which key intervention is needed to achieve a green economy in Muslim countries.

Green Economy: Issues, Approach and Challenges in Muslim Countries

The green growth or green economy concept presents opportunities for more inclusive growth while protecting the environment. Malaysia has experienced rapid economic growth with gross domestic product annual growth rate averaged 4.1% over the period of 2004-2013. However, the rapid economic development may lead to declining focus on social equality. In Malaysia, although poverty has been reduced in trend, it is still a challenging issue, especially in rural areas. Greening the economy could integrate the social equality, as a pillar of sustainable development, with economic and environmental priorities. Indeed, it may improve the human well-being while significantly reducing environmental scarcity. A green economy could help to indicate the value of natural capital as a provider of human well being and a source of new jobs. This paper attempts to discuss on how green economy could improve the livelihood security and poverty eradication in Malaysia. It also seeks to understand what a socially transition to a green economy may look like and key interventions needed to achieve it.

A Framework for Green Growth and Socio-Economic Development in Malaysia

In the face of economic development, the gap between industrialized and developing countries are still large, and
problems associated with the environment have crucially increased. Resource prices are rising and competition for scarce
resources has also increased. This is a serious challenge especially for countries that are experiencing industrialization
and rapid economy growth like Malaysia. In fact, the environmental, social and economic dimensions are reflected in
the green economy concept. Malaysia’s national green economy framework attempts to strengthen the economy through
incentives, tax, pricing, regulating and investments. However, it is mostly focused on industries located in urban areas
and the social dimension is not clearly made in terms of program and policy tools. This paper introduces a conceptual
framework to create Malaysian green economy model for socio-economic development and indicates the endogenous
links within and across the economic, social and environmental sectors. It defines pathway to sustainable development
which is about government intervention that helps the economy to determine the technological changes. This study is
therefore an overview of the initiatives and opportunities for green economy implementation in Malaysia.
